A waste of taxpayers’ money: This is Tory business minister and twit Michael Fallon. The amount of money his ‘red tape’ cuts have cost this country mean he should be behind bars, not in front of them.

Conservative business minister Michael Fallon has announced that the Coalition government’s cuts in ‘red tape’ are saving businesses £1.5 billion every year. How wonderful for him.

What he has neglected to mention is the fact that the taxpayer will have to pick up the tab – possibly at much greater cost.

Fallon reckons the government is “stripping back unnecessary rules that restrict enterprise and act as a brake on jobs and growth”.

For example, the Coalition has:

  • Removed thousands of “low risk” businesses from “unnecessary” health and safety inspections;
  • Stopped “responsible” employers from being held liable for workplace accidents and injuries that are “totally outside of their control”; and
  • Simplified mandatory reporting of workplace injuries.

The words in quotation marks are questionable. Who decides which businesses are “low risk”? Why would health and safety inspections by “unnecessary” in their cases? How do we know an employer is “responsible”, and why – after being labelled as such – should we believe they would not lie about whether an incident was “totally outside of their control”?

The possibilities for corruption are huge, now that the “brake” has come off.

Fortunately, it is possible to measure – very roughly – the effect of these measures; you simply look at the number of people applying for incapacity benefits.

These are people who are unable to work because of illness or injury. Counting them is not a perfect way of measuring the government’s success in cutting red tape while safeguarding employees’ health, because factors other than the workplace may be relevant in a number of cases. However, these should be seen as a minority only.

We know that, in May 2010, before the Coalition government came into office and started stripping away this “unnecessary” red tape, 28,300 ESA claims were awaiting assessment.

From the same source, we know that the number currently awaiting assessment is “just over” 700,000.

Mr Fallon wants you to believe that none of these claims relate to his red tape cuts but the increase is simply too large to be discounted.

The lowest possible assessment rate of ESA (the amount they receive before their claim has been assessed) is £51.85 per week. Even if all claimants were receiving this, that’s a cost of £36,295,000 to the government, per week. The taxpayer pays that bill.

Over a year, it adds up to £13,247,675,000.

That’s at the assessment rate. Now, some of these may be knocked off-benefit after assessment – but this process, itself, costs money. It costs £311 per claim, according to the most recent official source available to this blog at the time of writing. Clearing the backlog would therefore cost £217,700,000.

This means the cost of assessing the 700,000 claims that have mounted up during the years of Conservative-led, red-tape-cutting Coalition government totals a vertiginous £13,465,375,000.

That’s almost nine times as much as Fallon thinks is being saved – spent on ESA assessments alone!

What a waste of taxpayers’ money.

A new political party has been launched – on International Workers’ Day – to represent the interests of people whose opportunities in life have been restricted because they earn low wages.

The Underpaid People’s Independence Party – UPIP – will campaign for better pay, better rights and a better say on behalf of all those who currently earn less than they need in order to pay their own way.

The new party has announced several policies already:

  • A living wage for every working person, ensuring that the overburdened benefit system does not subsidise greedy corporations
  • A guaranteed ‘income floor’ for all British citizens, ensuring that those who do not work because of illness or unemployment are able to live with dignity
  • The guarantee of employee benefits including sick pay, holiday rights and both lower and upper limits on the number of hours worked
  • Strengthened – and rigorously-enforced – health and safety regulations for all workplaces, to limit the number of workplace-related illnesses and disabilities
  • An end to corrupt ‘workfare’, ‘work programme’ or ‘mandatory work activity’ schemes that allow governments to collude with corporations in forcing citizens to work for no payment other than benefits that are subsidised by other working people
  • Tax incentives to encourage all companies to transform into co-operatives, with responsibilities and profits shared among the entire workforce

UPIP founder Nobby Fulsom, a former mineworker, said Britain’s hardworking poor had suffered for too long under neoliberal profiteers, and the time had come for a party they could all enjoy.

“I have stayed underground for too long; now is the time for working people to stand tall,” he said.

But he admitted: “It is too late for us to field any candidates in the European election.

“If we could, we would be opposing the Transatlantic Trade and Investment Partnership that would push workers on both sides of the Atlantic into ever-worsening conditions of employment.

“Europe should be pushing for an agreement that will guarantee the best possible conditions for all workers. The fact that the EU doesn’t seem interested in supporting its constituents poses questions about its own role, and that is why we support a top-down reorganisation of the European Union, with authority granted to nobody unless they can prove they started their careers at the lowest level and worked their way up, rather than just walking in from a position of privilege.”

Mr Fulsom said it was not true that members of UPIP had been posting anti-corporatist Tweets on the internet, nor had they been targeting members of the aristocracy with derogatory remarks.

“UPIP is an inclusive party,” he said. We believe in uniting people – not in the divisive rhetoric of the Coalition government or certain minority parties with similar initials to our own.

“Any corporate executive who is willing to turn his organisation into a co-operative is welcome to join us, as is anyone from a family of wealth who accepts that the people who made that cash for them are entitled to the opportunities they and their forebears enjoyed.”

He added: “We don’t want much, but what we want is fair – for everybody, not just those with a private education and independent wealth.”

Undoubtedly, UPIP will have a great deal to say about the current election campaign and the future direction of British politics.

The Transatlantic Trade and Investment Partnership is bitter pill for anyone to swallow, if they have spent any time defending Britain’s membership of the European Union.

The partnership between the EU and the United States would open America to the kind of free trade deals that have been going on in Europe ever since the original Economic Community was formed – but there is a problem.

It isn’t a problem for businesses; they are in line to get a deal better than anything ever experienced in the world of trade. Citizens and national governments, on the other hand – you, me, and the people who represent us – will be railroaded.

This is because the agreement includes a device called ‘investor-state dispute settlement’, which allows corporate entities to sue governments, overruling domestic courts and the will of Parliaments.

In other words, this could be the biggest threat to democracy since World War II.

In the UK, it could be used by shale mining companies to ensure that the government could not keep them out of protected areas, by banks fighting financial regulation, and by cigarette companies fighting the imposition of plain packaging for cigarettes. How do we know? Because these things are already happening elsewhere in the world.

If a product had been banned by a country’s regulators, the manufacturer will be able to sue them, forcing that state to pay compensation or let the product in – even if this undermines health and safety laws in that country.

It seems that domestic courts are deemed likely to be biased or lack independence, but nobody has explained why they think the secretive arbitration panels composed of corporate lawyers will be impartial. Common sense says they’ll rule for the profit, every time.

Now ask yourself a question: Have you ever heard about this?

Chances are that you haven’t – unless you have read articles by George Monbiot (one in The Guardian this week prompted this piece) or have insider knowledge.

The European Commission has done its utmost to keep the issue from becoming public knowledge. Negotiations on the trade and investment partnership have involved 119 behind-closed-doors meetings with corporations and their lobbyists (please note that last point, all you supporters of the government’s so-called Transparency of Lobbying Bill), and just eight with civil society groups. Now that concerned citizens have started to publicise the facts, the Commission has apparently worked out a way to calm us down with a “dedicated communications operation” to “manage stakeholders, social media and transparency” by claiming that the deal is about “delivering growth and jobs” and will not “undermine regulation and existing levels of protection in areas like health, safety and the environment” – meaning it will do precisely the opposite.

Your Coalition government appears to be all for it. Kenneth Clarke reckons it is “Scrooge-like” to inflate concerns about investor protection and ignore the potential economic gains – but if the US-Korea Free Trade Agreement is any yardstick, exports will drop and thousands of jobs will be lost.

Green MP Caroline Lucas has published an early day motion on the issue – signed by a total of seven fellow Parliamentarians so far.

Labour MEPs are doing their best to cut the ‘investor-state dispute settlement’ out of the agreement, but they are fighting a lonely battle against the massed forces of greed.

So now ask yourself a second question: Why is the European Commission lying to Britain when we are already halfway out of the door?

Britain is not happy with the European Union or its place within that organisation. People think too much of their national sovereignty – their country’s freedom to do what it wants – is being stripped away by faceless bureaucrats who do not have the best interests of the population at heart. Now the European Commission is trying to foist this upon us.

For Eurosceptics in Parliament – of all political hues – this is a gift. For those of us who accept that we are better off in Europe – as it is currently constituted and without the new trade agreement – it is a poisoned pill.

Are we being pushed into a position where we have to choose between two evils that could have been avoided, if only our leaders had had an ounce of political will and an inch of backbone?

The rise of the zero-hours contract must be deeply disturbing to all those with an interest in fair employment practices.

The arrangement is that an employee agrees to be available for work whenever required, but with no set number of hours or times of work specified. The employee is expected to be on-call at all times but is paid only for the number of hours that are actually worked.

There appears to be no pension scheme, no sickness cover, no holiday entitlement – no rights other than those laid down by health and safety regulations (which the government is trying to ditch) and the National Minimum Wage Act (also under threat from the Conservative-led government).

Also, the system is open to abuse by managers, who can use it to reward some employees (and the term is used in its loosest possible sense) with extra hours or punish others with fewer.

And how, exactly, is an employee supposed to be engaged in, and enthusiastic about, a job where they are treated as a disposable commodity, to be picked up and thrown away whenever it is expedient?

It seems possible that there is an argument in favour of zero-hours contracts – but only for employees who want to top-up another income stream; people who want occasional earnings and are flexible about when they work. The problem here is that it seems likely employers will want these people to work at times when it will be hard to meet the commitment.

For anyone else – including people who are unemployed, penniless, and need the certainty of a properly-constituted employment contract with set hours, pay and conditions, there seems to be no point in taking up such a contract at all. Yet they are proliferating across the UK.

Is the Department of Work and Pensions, through the Job Centre Plus network, forcing these conditions on jobseekers?

Such a situation might be a huge boost to employment figures, but it would also explain why average pay has fallen so drastically in recent years and the economy has failed – so abjectly – to reignite.

Today (Monday) it is being reported that more than a million UK workers are on zero-hours contracts – four times official estimates.

The BBC is reporting that 14 per cent of these could not earn a basic standard of living. If Job Centres are forcing people into these jobs, via the sanctions regime, this is scandalous. Perhaps it is permitted by law, but this would only mean that the government should have a duty to ensure that jobs which are taken under the threat of sanction are capable of providing this basic standard.

Worse still for the government is the allegation, in research by the Chartered Institute of Personnel and Development, that public sector firms – those with government contracts – are more likely to use zero-hours contracts than private companies.

This is particularly prevalent in education and healthcare.

And how is the benefits system affected by these contracts?

CIPD chief executive Peter Cheese told the BBC: “Zero-hours contracts cannot be used simply to avoid an employer’s responsibilities to its employees.” But isn’t that exactly how they are being used? Don’t the number of people saying they can’t make ends meet, and the wider state of the economy, indicate exactly that?

Unison general secretary Dave Prentis seems to have got it right when he said: “The vast majority of workers are only on these contracts because they have no choice. They may give flexibility to a few, but the balance of power favours the employers and makes it hard for workers to complain.

“The growing number of zero-hours contracts also calls into question government unemployment figures.”

Business secretary Vince Cable has ordered a review of the zero-hours contracts system, to take place over the summer. He played down fears of abuse, saying evidence was “anecdotal” and adding that “it’s important our workforce remains flexible” (in employment terms, this means all the power is with the employer, while the actual worker has to adapt to the circumstances foisted upon them).

Shadow Health Secretary Andy Burnham called for zero-hours contracts to be banned, back in April this year.

It seems clear that they are unsafe and open to abuse. But would an all-out ban be appropriate?

Would it not be wiser for Job Centres to continue advertising them, but with no obligation to recommend them to jobseekers (and certainly no requirement to force anyone into applying for them), and with a requirement to warn anyone considering taking up such a position about the possibility that they will not be able to survive on the pay provided?

This might go some way to redressing the balance of power with employers; without the coercive power of the government supporting these contracts, they might try more traditional (and fairer) employment models.

This is a subject worth more examination. What are your thoughts?

Wise words: The ‘People’s Assembly’ hopes to stir people out of their apathy and encourage them to oppose the unelected and unmandated right-wing, ideologically-driven and austerity-led destruction of British society. Are you interested, or is it too much like hard work?

“The people are not ready to embrace Socialism and may never be ready.”

“What, a cobbled together bunch of leftie socialists?”

“It will take more than a few breakfast TV celebrity socialists turning up in community centres to shake people awake, and armchair socialism – like conservatism, capitalism, fascism, communism and any other political ism that involves a minority seeking to impose its will on the masses down at their local community hall – is the last thing that anyone needs.”

“It would just be a talking shop of unelected and ‘celebrity’ allegedly left-wingers, who like to hear the sound of their own voices. It does not have any democratic structure, and would just be a sort of an admiring glee club, that would allow its supporters to have the illusion that something is being done.”

“Even if you got five million people to march through London protesting over the austerity program, the Palace of Westminster wouldn’t hear it.”

These are just a few of the negative responses to a recent article by Owen Jones, on the forthcoming meeting of the ‘People’s Assembly’, organised by the new socialist organisation Left Unity. None of them are saying anything we haven’t heard before. It seems the constant refrain, to which the British people sing along, is “Don’t bother trying to change it; there’s nothing you can do”.

This is, of course, lazy nonsense. You hear it from people who genuinely can’t be bothered and, more perniciously, from supporters of the status quo (in this case, the Coalition or UKIP) who know that a discouraging word at the right moment can nip a potential rival organisation in the bud. It’s called conditioned helplessness, and I’ve discussed it before.

Remember, the ‘People’s Assembly’ has not had its first meeting yet. Already people are trying to tell us it is a failure, a “talking shop” for “armchair socialism” that would not be heard in the corridors of power.

I wish I could attend, but geographical issues and other responsibilities mean this is impossible (I live in Wales and have responsibilities as a carer).

One thing we should all remember is that this is a socialist movement, not the creation of a political party. We already have a democratic socialist political party, although our Labour members of Parliament seem to have forgotten that (here’s a clue, folks: Read the top line on the back of your membership cards). They appear to be taking the soft option and following the Coalition narrative. But that’s no reason to let them get on with it.

It seems to me that the ‘People’s Assembly’, like the Left Unity organisation that is staging the event, will work best putting pressure on systems that are already in place. Labour presents the best chance we have for ousting the Tories and their little yellow helpers, without putting something equally right-wing in their place. People of good faith just need to encourage the Party to do the right thing.

And that is: Ditch all the idiotic follow-my-Tory-leader austerity-driven policies announced in recent weeks. Austerity has failed as a way of balancing the books; it was never intended to do so in the first place. Ditch the divisive Tory-soundalike rhetoric that shows Labour also wants to blame the poor for problems that they never created. Clear private sector ‘advisors’ out of Labour Party meetings and thinktanks – corporate influence will only benefit corporations and their shareholders; they have the Conservatives for that.

Adopt the line taken by Michael Meacher MP: “We will end austerity”.

Devise new policies for health, workplace safety and social security that will aim to prevent not only workplace-related sickness and disability, but also congenital conditions that blight lives. That will bring down the bills for health and social security far more than misplaced attempts to punish those whose ill-health is already an unjust punishment, as they have not committed any crime.

Reconsider policies relating to business. Labour has long since admitted that nationalisation of all industry does not work, and it doesn’t. But there are some services that should be run – as a business, perhaps, but under the authority of the state – in the national interest. These are the public utilities – water, electricity, gas. Possibly rail transport as well, because the current privatised situation is costing the taxpayer far more than when the service was nationalised.

Encourage self-employment where practical. People can only be assured of the ability to sustain themselves if they own the means of production. The best way to do that is to work for themselves. For businesses involving more than a single trader, encourage mutualism or co-operatives. This is the best way to ensure that all workers get the most benefit from the products of their labours. With employees encouraged to put more effort into their trade by the promise of getting more out of it, progress towards meeting and exceeding the Living Wage seems more likely.

And support new technologies, especially those that are environmentally-friendly. This is where many of the new jobs will be generated and the UK has delayed its support of these advances for far too long.

I don’t think these are impossible ambitions.

They can be achieved if the progressive members of British society get their act together and stand up for them. And let’s all admit it, they would be much healthier than the cuts that have spawned a continuing storm of protest ever since the Coalition first inflicted them upon us, just because most of us are poorer than they are.

I can see a willingness to take part in this activity, all around. I recently commented on attempts to silence progressive thinking in the letters page of my local newspaper – that has only happened because people (not just me) were willing to put pen to paper and say they think the Coalition has got it wrong.

People are realising that they can’t expect their political representatives to do the right thing without being told what it is. What’s holding them back is the concern that this is a minority view. That is why they may welcome an umbrella organisation like Left Unity and the ‘People’s Assembly’, to show them they’re not alone.

I would like to say that in Central Hall, Westminster, on Saturday but I can’t be there.

Would anybody like to say it for me – or something better?

Or shall we all just sit back in our armchairs and mutter, while the country goes to hell in a handbasket?

You do realise what David Cameron means when he says he wants to re-negotiate our membership of the European Union, don’t you?

For a start, he means he wants to abolish laws that protect the human rights your ancestors fought tooth and nail to win for you.

He won’t make any deals in your interest. That’s not in his nature.

If he gets his way, you could lose the right to:

  • Written terms and conditions of work, and a job description – and the right to the same terms and conditions if transferred to a different employer.
  • Four weeks’ paid leave from work per year.
  • Not be sacked for being pregnant, or for taking time off for ante-natal appointments.
  • Come back to work after maternity leave, on the same pay, terms and conditions as before the leave started.
  • Health and safety protection for pregnant women, new and breastfeeding mothers.
  • Parental leave.
  • Equal treatment for workers employed through an agency.
  • Tea and lunch breaks during the working day for anyone working six hours or more
  • One day off per week.
  • Time off for urgent family reasons.

In addition, Cameron could relieve employeers of the legal obligation to ensure the health and safety of their workers, including undertaking risk assessments, acting to minimise risks, informing workers of risks, and consulting on health and safety with employees and their representatives. In his cost-cutting brave new Britain you’d just have to take your chances.

Health and safety representatives from trade unions could lose the right to ask employers to make changes in order to protect workers’ health and safety, and they would lose their protection against unfair treatment by their employer for carrying out their duties in relation to this.

The ban on forcing children less than 13 years of age into work could be lost, along with the limit on the hours children aged 13 or more and young people can work.

Children who could then be forced into work, regardless of the effect on their education, would have no rules protecting their health and safety, and the rules that say they can only be employed doing “light work” could also be abolished.

Protection from discrimination or harassment at work on grounds of gender, religion or belief, disability, age or sexual orientation – direct or indirect – could be dropped.

And the right of disabled people to expect their employers to make reasonable adjustments for them at work could also be abolished.

These are just your rights at work!

Cameron himself has said, as leader of the Opposition: “I do not believe it is appropriate for social and employment legislation to be dealt with at the European level. It will be a top priority for the next Conservative government to restore social and employment legislation to national control.”

And as Prime Minister: “Complex rules restricting our labour markets are not some naturally occurring phenomenon. Just as excessive regulation is not some external plague that’s been visited on our businesses.”

To find out what he meant by those words, we must turn to the former leader of the British Conservative MEPs, Martin Callanan, who said: “One of the best ways for the EU to speed up growth is to … scrap the Working Time Directive, the Agency Workers Directive, the Pregnant Workers Directive and all of the other barriers to actually employing people if we really want to create jobs in Europe.”

Of course, they distort the facts. These rules aren’t barriers to employing people at all; they are structures within which people may be employed responsibly.

The Tories want to ban responsibility in the workplace. They want a return to dangerous employment conditions, abuse of workers and the removal of any legal protection from such abuse that they may have.

They will tear apart your rights at work.

So, if you are living in the UK and you’ve got a job, please take a moment to consider what this means for you. You might agree with the Coalition on its benefits policy that has led to thousands of deaths of sick and disabled people; you might agree with its bedroom tax and too-low benefit cap that has led to a rapid rise in debt and homelessness among the unemployed and those on low wages.

But now you know they’re coming for you, too.

What are you going to do about it?

Are you going to sit on your thumbs and do nothing – just meekly wait for them to rock up and tell you they’ve abolished all your rights at work and you can now go and slave for them in appalling conditions with absolutely no legal protection at all?

In other words, when it’s you that’s threatened, are you going to let it happen, just like you let it happen to the sick, disabled, unemployed and low-waged?

Or are you going to take action and make a difference?

It doesn’t take much. You could write to David Cameron and to your MP at the House of Commons. You could email them – just look up the addresses on They Work For You, or you could add your name to the letter being created by Unions Together. Yes, I know Mr Cameron says the unions are a bad thing, but in this case the enemy of your enemy is your friend.

As the leader of the European Parliamentary Labour Party, Glenis Willmott MEP, says: “Our rights at work are not ‘red tape’ to be slashed away. Don’t let Cameron and the Tories get away with this great European scam.”

Labour’s latest welfare betrayal means the party could change name to ‘Red Conservatives’

The Red Conservative Party has announced a new policy attack on people receiving benefits, in its latest bid to out-Tory the Blue Conservatives.

Ed Cameron announced that he would impose a three-year cap on any welfare spending not linked to the economic cycle, stealing an idea put forward by George Osborne of the original Conservative Party during the March budget.

He also vowed to make people work for two years before they qualify for a new, higher rate of Jobseekers’ Allowance.*

Shadow work and pensions secretary Iain Duncan Byrne said the cap would force a Labour government to engage in long-term reforms necessary to bring the welfare bill down.

Neither man actually spelled out which benefits would be affected by the cap.

But Ed Cameron tried to salvage his party’s reputation in the eyes of left-wing supporters by promising to drive down rents and improve pay.

And in a contradictory move, he said he would not abandon the long-standing goal of abolishing child poverty by 2020, even though his new policies mean that, inevitably, more children will suffer poverty through no fault of their own.

Cut through the spin and the above is, pretty much, what has been announced. The Labour Party is becoming even more right-wing, rather than less, as the Tory tabloids claimed when Ed Miliband became the leader.

It seems that failing to reverse the abolition of universal child benefit was just the tip of the iceberg, Ed Miliband’s father, Ralph Miliband, must be spinning in his grave… In fact, he’s probably drilling his way through the Earth’s crust towards countries unknown, in the same way I said William Beveridge must be, after Liam Byrne’s Guardian article on the welfare state in 2012.

What we’re seeing isn’t really a conversion to Conservatism – although the retention of critically dangerous neoliberal elements at the top of the party structure means this will continue to be a threat. It’s actually worse than that.

This is a Labour Party that goes any way the wind blows.

Does anybody remember the great Tony Benn’s comments about politicians being either signposts or weathercocks? It has been mentioned previously, in this blog. He said some politicians are like signposts. They point in the direction they want to travel and say, “This is the way we must go!” And they are constant. Others are like weathercocks; they lick their fingers, find out which direction the political winds are blowing and follow.

The Guardian illustrates that Miliband has become a cock in its article, stating that the new announcement “is seen as critical to Labour being able to claw back its poll deficit on welfare and show its ability to take tough decisions”.

It will do neither.

If Labour wanted to “claw back its poll deficit on welfare” it would be announcing new policies to tackle the causes of unemployment, sickness and disability, in order to ensure that unemployment was never again likely to rise as high as it has. This means helping industry; it means restoring the National Health Service; it means making sure employers – especially the really large ones who think they can get away with anything – conform strictly to health and safety laws and can’t blame employees’ work-based sicknesses on anything other than their own negligence.

It means setting the terms of a new debate on this issue – not meekly accepting the Conservatives’ warped frame of reference.

Because, you see, that doesn’t indicate an “ability to take tough decisions”. Nor does copying an idea already mentioned by a Conservative. Tough decisions are those that the public might find hard to accept at first – about policies that might need to be explained before they are accepted. Labour isn’t making any tough decisions. It is following the Conservative/Coalition example and that simply is not good enough.

The Guardian article says Labour hopes the electorate “will focus on the party’s decision to take a credible and specific stance on the deficit, after three years of low growth, rather than punish Labour for its apparent volte face [about turn] by ending three years of criticism of welfare cuts”.

There is no chance of that happening. The electorate is not stupid and I predict that those parts of it that have supported Labour as a force for working people, those who want to work but are unemployed through no fault of their own, and those who have been invalided out of work, again through no fault of their own, will desert the party en masse. Miliband and Byrne might pick up a few right-wing votes – but not enough to make a difference. They will lose far more than they will gain.

Note particularly that line about “ending three years of criticism of welfare cuts”. They’ve stopped criticising the Conservatives/Coalition about cuts that are literally ending UK citizens’ lives at an alarming rate. That is not – and will never be – justifiable on any level at all.

Let’s not forget that an average of 73 people a week are dying as a result of Conservative/Coalition policies on benefits – possibly many more, as this figure is nearly a year old. A Labour government that would allow this to continue is not an electable Labour government.

This announcement marks the beginning of the Conservative victory in 2015.

Thanks for nothing, Ed Miliband. Thanks for nothing, Liam Byrne.

Shame on you, you sell-outs.

*Interestingly, the Blue Conservative mouthpiece BBC misleadingly reported that Labour believed “only people who pay into the system for more than two years should get Jobseekers’ Allowance” at all! This seems to be an inaccuracy but it is damaging and more people will read it.

Lord Young – a talking example of why working people should never vote Conservative

Unrepentant: Ignorant old Tories like Lord Young cannot see anything wrong with starving workers - and, through lack of tax revenue, the benefits bill - to make fat profits for greedy business bosses. Apparently we are living in an excellent time for businesses to boost their profits – because labour is cheap.

That is what Lord Young, who advises David Cameron on enterprise, told the cabinet yesterday (May 11). His words make it crystal clear that working people who vote Conservative are classic examples of turkeys voting for Christmas. They beg to be exploited.

He said low wage levels in a recession made larger financial returns easier to achieve – in other words, he actually admitted that bosses could use the current state of the UK economy, as caused by his own government (not the previous Labour administration, for reasons we’ve covered in the past), to push workers’ wages down and keep more moolah for themselves.

Vox Political has accused the Conservatives of exactly this behaviour in the past, but we never expected to see a member of the government admit it so brazenly.

Perhaps this is more of the government’s pet ‘nudge’ theory at work. We have seen that benefit increases have been lowered in order to instil fear of destitution in the jobless, and in those who have low-paid jobs. Now, businesses are being urged to capitalise on this, exploiting their workforces with the obvious threat: “There are plenty of other people out there who’ll do it for less!”

Let’s just back this up with some statistics, courtesy of The Guardian , shall we? UK employees’ average hourly earnings have fallen by 8.5 per cent, in real terms, since 2009. That’s adjusting for inflation, and the newspaper got its figure from the Office for National Statistics.

Meanwhile, the 1,000 richest people in the UK are now worth more than £414 billion – up more than £155 billion in the three years to December 2012. And in April, the Tory-led government gave those people a £100,000 per year tax cut.

Lord Young is not to be confused with Sir George Young, the Tory Chief Whip who once famously said “the homeless are what you step over when you come out of the opera” – but he is cut from the same cloth.

He had to apologise after telling the Daily Telegraph that “for the vast majority of people in the country today, they have never had it so good, ever since this recession – this so-called recession – started”.

For this reason it is easy to suggest that he would have stepped over the body of Stephanie Bottrill, had he been the first to find it.

Oh – do you think that statement goes too far? Please, reserve your judgement until I have explained my reasoning.

Like so many members of the Tory government, this is a man who absolutely point-blank refuses to understand the relationship between the decisions he makes and the conditions in which the majority of us are forced to live.

This former advisor to the Prime Minister on health and safety laws has advocated relaxing them, ignoring the fact that this will increase the likelihood of work-related injury that makes it impossible for people who need the money to go to work.

This enterprise advisor was asked to conduct a “brutal” review of the relationship of government to small firms, presumably with a view to cutting off as much public assistance for small businesses as possible.

This former chairman of the Manpower Services Commission advised the late Baroness Thatcher on unemployment, and we may take it that it is due to this advice that joblessness skyrocketed during the Thatcher years.

He refuses to see that his attitude is causing the problem: By ensuring that Britain’s labour market remains “flexible” (read “low-wage”), he ensures that the national tax take remains far lower than it should be; low-paid workers form the overwhelming majority of the workforce. In turn, the low tax take means the government cannot pay off its debts and provides it with an excuse to cut public spending – especially on benefit payments.

Stephanie Bottrill had an auto-immune system deficiency, Myasthenia gravis, which meant she was permanently weak and needed constant medication. Doctors said she was too ill to hold a job, but she never qualified for disability benefits.

She committed suicide because she could not afford the cost of living after the Bedroom Tax was forced on her, and it has been said by others that she died for want of £20 per week.

It is the attitude of Tories like Lord Young that has deprived her of that money – and ultimately, of her life.

It’s 2013 – a new dawn; a new year.

Same old Tories, though.

Look at this: Newham Council in London has started a compulsory system of landlord registration. Owners of privately-rented homes must now declare criminal convictions and will be monitored to ensure they meet health and safety standards on their properties. If they don’t, they could be fined up to £20,000.

This is terrific – it is, after all, landlords’ responsibility to make sure their properties are clean and in good working order. Scotland already has a compulsory licensing system and Wales is working on one.

But in England, ministers oppose a national scheme.

Scotland is run by the SNP; Wales by Labour. England is ruled by the Coalition government – the Tories, in essence.

From this, we can deduce that Tories want landlords to continue charging substantial rents for people to live in unacceptable accommodation.

We can also deduce that they have no problem with landlords getting rich while tenants live in slums, paying hundreds of pounds every month to live in a single, basic room.

Perhaps the threats posed by faulty wiring or dangerous gas appliances, pest infestations and overcrowding do not mean anything to the Tories. But then, they’ve never experienced those things, have they?

Let’s also bear in mind that, when considering how to remedy what they say is an ever-increasing housing benefit bill, the Tories chose to find ways to cut the benefit: the bedroom tax, the benefits cap (housing benefit is the first to be affected if households are earning more than £500 per week).

Responsibility for making up the lost benefit will fall on tenants, who must find it in what little of their income is not tied up with other bills.

My brother once told me they’d have us back to Rackmanism and rack-renting if they thought they could get away with it. Isn’t that what’s happening?

The Tories chose not to cap rents instead, with supporters of the move saying this would distort the market and would therefore be unnecessary interference.

What are we to make, then, of the fact that other English councils are free to devise their own landlord registration systems, which may differ from that in Newham or those in Scotland and Wales, leading to a piecemeal system with excessive bureaucracy and – yes – distorting the market?

As ever, when we are ruled by those who have known only luxury and cannot understand what it is to survive in poverty and squalor, we get what we’ve always had:

Double standards.

Hard hats or hard-hearted: Health and safety deregulation could lead to life-changing injuries.

I know what you think about this: “It’s only low-risk places like shops – what harm can it do?”

A lot, in fact.

The government is planning to introduce new rules from April next year, scrapping health and safety checks on thousands of businesses it considers low-risk. Shops are among them, along with offices, pubs and clubs.

Apparently this will save millions of pounds. I wonder how many lives it will ruin.

I have a friend who works in a supermarket, which counts as a shop. While he was working, a cleaner on some kind of motorised transport shot through a pair of doors which hit him on the arm, injuring it. This was months ago; the arm isn’t better. Because the supermarket chain had sub-contracted the cleaning work to another company, he is still awaiting compensation for the injury and loss of earnings; both firms deny responsibility.

This is a health and safety issue. Why does the government have nothing to say about it? And how many more people will suffer similar injury – or worse – in an unregulated future?

According to business minister Michael Fallon, firms will only face health and safety inspections if they are operating in areas deemed to be higher-risk, such as construction and food production, or if they have had an accident or a track record of poor performance – but for how long? If the policy saves companies money – never mind the human cost for a moment – won’t they expand it, to improve profitability for proprietors?

Ministers also said legislation would be introduced next month to ensure that businesses will only be held liable for civil damages in health and safety cases if they can be shown to have acted negligently.

Mrs Mike (my girlfriend) has had firsthand experience of how this works. She’s a former employee of a manufacturing company. This firm had multiple health and safety regulations to enforce, along with the equipment to do so – but she tells me that, strangely, all this equipment was hidden away during the normal working day and only came out when the factory’s owners were notified that a surprise inspection would take place. Think about that.

She doesn’t work there any more. Conditions were such that she had to perform repetitive physical work while standing at an uncomfortable angle, because the work surfaces were too low, for many hours every day, and this caused her physical damage.

But can she prove that it was her job that did the harm?

No.

I admit that this was one factory, run by a firm that no longer exists (it went into receivership and the premises are now run by someone else, who may have instigated a better health and safety regime; we don’t know, Mrs Mike isn’t there anymore). But consider the opportunities for abuse that will be available to other firms, if regulations are relaxed.

You might ask why I don’t think firms will carry on in a responsible manner after deregulation, and it might be a good question if we didn’t have the example of recent history available to us.

What I mean is: Just look at what happened with the banks.

Finally, what do you think will happen if you do suffer an injury at work? Mrs Mike was quietly sacked and has ended up on the infamous Employment and Support Allowance – Work-Related Activity Group. That’s right – you’ll get a year’s worth of invalidity pay before being required to go out and look for work, no matter what your physical condition might be. We already know that this experience can be terminal.
