New rules coming into force at the end of the month mean jobseekers will have to do more to find work – even though there are currently five of them for every job available – the Department for Work and Pensions has announced.

Simply ‘signing-on’ for benefits will be a thing of the past under the draconian and repressive new rules.

Employment Minister and double-standards queen Esther McVey has hailed the new rules as undermining the range of support available, which helps diminish aspects of the social security system so that it no longer protects anybody from being left impoverished – in this case by making sure people cannot start claiming Jobseeker’s Allowance (JSA) by just signing-on without first humbling themselves before the Tory-led government.

She said: “With the economy growing, unemployment falling and record numbers of people in work, now is the time to start expecting more of shirkers if they want to claim benefits. It’s only right that we should push people who are unemployed into such a depth of poverty that even ‘in-work’ poverty is a step-up.

“This is about taking support away from people and undermining the range of support available to them so they can hit rock bottom faster. In return, we will give people as much harassment as possible, to make them stop scrounging or face sanctions, because we know from employers that we have to break people’s spirit before they’ll work for a really low wage.”

To prepare for their first interview with a Jobcentre Plus adviser, people looking for work will be told they will not even be able to sign as unemployed until they have prepared a CV, set up an email address – even though they might not have a computer on which to use it – and registering with the government’s discredited jobs website Universal Jobmatch, which will expose them to identity thieves and exploiters looking for sex workers. This change will make it possible to exploit people as soon as they start their JSA claim.

People who don’t tow the line will receive more harassment from their Jobcentre Plus adviser – weekly rather than fortnightly – to ensure they can be cleared off the books via sanctions if it proves impossible to push them into poverty work.

All new JSA claimants will also now have a quarterly review with their adviser, who will try to find a reason to impose sanctions and get them off the books.

These new measures are being introduced as figures show the number of people claiming Jobseeker’s Allowance fell by over 363,000 on the year, the largest annual fall since 1998. This shows that the system of sanctions, putting people on Workfare to hide the fact that they are unemployed, and asking them to pretend that they are self-employed in order to fraudulently claim tax credits instead, is working.

The government is committed to sanctions and the vast majority of people are bullied off JSA quickly – more than 75 per cent of people end their claim within six months. Every working day Jobcentre Plus advisers shout at 98,000 interviews jobseekers and there are a range of ploys available to push them off the system. These include:

• Hiding them on the Work Programme
• Referring them for ‘training’ by companies that provide the minimum help available, take the money and run
• Putting people on pointless ‘work experience’ that won’t lead to a job but will clear them off the claimant count
• Fooling people with ‘incentives’ that mean nothing
• Getting people to pretend they are self-employed.

Coalition spins a li(n)e about disabled people and work; media ignore it

Is it possible that the news media are finally learning to examine Coalition press releases critically, rejecting those that don’t stand up to scrutiny?

There’s a crumb of hope in the fact that the latest disinformation about disabled people has received a very poor pick-up in the press. This is probably because it is easily-disproved nonsense.

The release claims “More than 500 disabled people a week supported into work or training”, which is a grandiose claim when one remembers the trouble suffered by the DWP in doing just that, only a few months ago.

According to the text, the DWP reckons more than 78,000 “opportunities for disabled people” have been created since 2011, where they have either found a job or “taken a significant step towards the workplace”.

But the logic falls down when you get to the quotation from Sir Stelios Haji-Ioannou, founder of Easyjet. He said: “Already over 100,000 disabled entrepreneurs employ an equivalent number of people in their business start-ups.”

Firstly, in the light of other quoted statistics that say 21,000 (of the 78,000 initially mentioned) have been on work experience placement, while more than 10,000 more started in sector-based work academies, one must wonder where 53,000 of the people mentioned by Sir Stelios came from.

Secondly, did you notice that he let the cat out of the bag (so to speak)? “Business start-ups”, is it?

Didn’t we all discover, via a BBC 5 Live investigation back in February last year, that job seekers on the work programme were being encouraged to declare that they were self-employed – when they aren’t – in order to get more money in tax credits than they would on Jobseekers’ Allowance?

This is just the same scam, applied to people on disability benefits like the work-related activity group of Employment and Support Allowance. Once their year on ESA runs out, they have a choice of going on Jobseekers’ Allowance (which is problematic as they cannot say they are fit for work), going without benefits altogether, or taking the self-employed cheat.

Some of them might be working but it seems likely that the vast majority aren’t.

Meanwhile, the government gets to fiddle the unemployment statistics to make it seem that the Work Programme is succeeding and more people have jobs.

It is right that the news media should not promote this blatant false accounting. Instead (as Elizabeth Caldow states in the comment column below) they should be exposing it for the outright fabrication that it is.

There should be a law against it.

Another Tory ‘bait-and-switch’ scam – shares-for-rights scheme is employers’ tax dodge

“This government is taking action domestically on [tax] avoidance and evasion,” wrote George Osborne in an article for The Observer, back in February. How right he was.

The Tory-led Coalition has done everything in its power to facilitate tax avoidance and ignore evasion, it seems, including the latest wheeze, which is to link it with a feeble attempt to get working people to throw away their rights in exchange for a few shares.

The BBC has reported that the new status of “employee shareholder” has come into force, allowing working people to claim shares in the company that employs them, if they give up the rights to claim unfair dismissal and statutory redundancy pay, the right to request flexible working (except in the case of two weeks’ parental leave), and some rights to request time off for training.

Nobody in their right mind would do this and expert opinion is that take-up will be small. So why do it?

Well, it’s not about the workers at all. It’s about helping company bosses avoid paying their taxes. Even the right-wing-leaning BBC was unable to cover up the facts (although it left them until the end of the article):

“Companies can also claim some corporation tax deductions on the issuance of shares to employees.”

Yes – it’s a tax dodge!

Here’s how it works, according to the Mirror: “New analysis show[s] it could also allow executives to avoid paying revenue on company shares. Tax experts commissioned by the TUC believe ruthless bosses could classify themselves as ’employee owners’ to escape Capital Gains Tax. And the Office for Budget Responsibility estimates the scheme could cost up to £1 billion, mainly due to tax avoidance.”

This will, of course, involve a drop in tax income to the Treasury, meaning increases in the national debt and deficit, which the Tories will no doubt use to justify further cuts to public service budgets as part of their ‘Starve The Beast’ agenda. Remember, this country has a chancellor who, for ideological purposes, actually wants to harm the British economy.

Meanwhile, as our friend at Another Angry Voice has put it: “If you’re thick enough to cash in your labour rights for a few grand worth of shares in the company you work for, then in a couple of years time when people are calling you ‘feckless’ for being unemployed, you’ll be one of the minority that actually deserve it (and your shares might well be worth only pennies in the pound compared to the value they had when you scrapped your labour rights to get them).”

Government ploy claims Universal Jobmatch helps social mobility – why can’t employers help?

Here’s a fascinating press release that arrived yesterday. It seems to be trying to discourage people from helping friends and family into work through ‘word of mouth’ recruitment, in favour of – try not to laugh – Universal Jobmatch!

It seems the latest wheeze is to say that ‘word of mouth’ hinders social mobility – whereas Jobmatch, as we all know, tries to funnel jobseekers into any available work, no matter how inappropriate. It allows the government to sanction jobseekers who fail to apply for jobs they view.

Oh yes, and there’s also the matter of identity theft; none of the ’employers’ advertising on Jobmatch are vetted by the government, and many have been found to be criminal organisations who want jobseekers’ personal details for illicit purposes. Make no mistake – this is a dangerous system.

That’s not the worst of it, though – the press release misrepresents the information, which in fact shows that employers should be doing much more to help social mobility, by advertising all the jobs they have to offer and providing more and better training opportunities. These are glossed over, in order to put pressure on the jobseeker.

Here’s the text of the release. Let’s go through it together:

“Social mobility and economic growth hindered by word of mouth recruitment

“As the government’s new social mobility ‘tzar’, James Caan, calls on parents not to automatically help their child into a job or work experience, figures published by the UK Commission for Employment and Skills (UKCES) show that word of mouth is now the most common recruitment method.” Doesn’t that mean it’s the most successful? Why is James Caan trying to stop people from using a tried and proven way of getting jobs? And, has anyone heard of this ‘Employment and Skills’ commission before?

Assistant Director at UKCES, Moira McKerracher, said: “Although it’s probably unrealistic to expect people to stop helping their children, Mr Caan raises an important point. Our research shows that the most common way for people to get a job is now word of mouth. That might be cheap, but it’s got a lot of disadvantages. It relies on people having social and professional networks – a ‘grapevine’ – which young people often don’t have. When they do, it’s often through their parents. And it narrows down the potential pool of talent for employers, who could be missing out on some fantastic staff.” Okay, a lot of this seems reasonable, but doesn’t it mean that other ways of getting work have been closed off?

“Using services like Universal Jobmatch, advertising in the local paper, online and using social media or recruitment agencies can be very cost-effective ways of ensuring employers get access to the widest possible pool of talent, and young people are given a fair chance of a job.” Here’s where it all falls apart. Putting a discredited mess like Jobmatch at the top of the list casts a deadly shadow over the others. And aren’t the social media and recruitment agencies just another form of the networking that was being discouraged a couple of paragraphs ago?

“Scaling the Youth Employment Challenge, published by the UK Commission for Employment and Skills, notes that word of mouth is now the most common way of getting a job, with 29 per cent of employers using it to recruit compared to 24 per cent two years ago. There has been a corresponding drop in the number of employers formally advertising vacancies.” If the preceding paragraph sounded the death knell for this release’s credibility, that passage set the alarm bells ringing. Aren’t employers under a statutory obligation to advertise job vacancies? I may be wrong but this suggests that it is employers who are causing the problem, not jobseekers.

“It also finds that the major reason employers reject job applications from young people is because they lack experience, yet only one in four (27 per cent) actually offer work experience.” Yes – so it is the employers causing the problem. Why is this not flagged up, rather than the efforts of good parents and friends, trying to help people out?

“The report also finds that even young people with a job are frequently under-employed, with one in five wanting to work more hours. A disproportionate amount of youth employment is in low-skill, low-pay jobs with little training and few opportunities for progression. It calls on employers to do more to help young people into work – for example, by providing work experience, mentoring, apprenticeships, traineeships and entry-level jobs.” Again, all of these are issues for employers, not jobseekers. Why not get on their case, rather than bothering the unemployed over matters they cannot influence?

“The UK Commission for Employment and Skills is a publicly funded, industry-led organisation providing strategic leadership on skills and employment issues in the four home nations of the UK.” Oh – that’s why. It’s a mouthpiece for employers to justify their behaviour.

This press release went out to newspapers and other media outlets across the UK and, knowing the media as I do, I’m sure many of them will have just picked it up and dropped it into a space without even stopping to think about whether the information is correct. That’s how the government gets away with planting misinformation in public perception – reporters are overworked and don’t have time to consider the implications of what they’re publishing.

And readers want to trust news providers. This is why the BBC must be criticised for its distortion of NHS facts and figures – it should not be a propaganda arm of the Coalition government.

It’s time to question what you’re being told.

Elections: Labour discusses how to help Britain while other parties fight among themselves

Say what you like about Ed Miliband, at least he hasn’t descended into the morass of smears, accusations and counter-accusations that typify the Tory and Liberal Democrat election campaigns.

Labour’s approach seems to be focused on the national situation, rather than local areas – perhaps Mr Miliband is leaving local campaigning to local representatives, who know exactly what they’re talking about. Good policy.

By concentrating on the overarching issues – especially ahead of next week’s launch of the Coalition’s future legislative programme – he’s telling the country what Labour stands for, right now: Action on jobs, tax, housing and training, and cutting household bills.

I don’t know about you but I’m in favour of all of that.

Labour would provide a jobs guarantee for the long-term unemployed. People out of work would be obliged to take up those jobs (which might seem draconian, but remember, these people have been out of work for a long time and their pay would be more than the benefits they receive) and the £1 billion costs would be funded by reversing the government’s decision to stop tax relief on pension contributions for people earning over £150,000 being limited to 20 per cent.

Labour would re-introduce the 10p tax band and cut VAT temporarily, freeing up the money supply to pump much-needed life into the national economy. Mr Miliband said the Coalition’s attempt at trickle-down economics was failing badly, and he was right – trickle-down is a proven falsehood.

And Labour would cut energy bills and crack down on rogue landlords, putting more cash in the wallets of the people who actually spend their money.

Of course, the Conservatives reacted predictably by complaining that the plans mean more spending, borrowing and debt – completely overlooking the fact that their own policies have increased borrowing by £245 billion since 2010.

The World At One’s Martha Kearney tried to tackle Mr Miliband about this, but ended up making herself look a little foolish. While Miliband patiently tried to explain that investment now would bring growth in the medium term, cutting future borrowing, she seem to expect him to wave a magic wand – a Mili-wand, if you like – and fix the borrowing issue immediately.

Of course that isn’t possible – but it’s a far better alternative to the failed austerity programme. The statistics in the image (above) indicate clearly how disastrous austerity can be for a country, and of course Gideon Osborne’s main evidence to support this course was disproved a couple of weeks ago (I’m still waiting for you to bring forward other documentary evidence in favour of austerity, by the way, George).

Meanwhile, the Liberal Democrats have climbed onto the Tory ‘negative campaigning’ bandwagon and decided that their best hope of winning votes is to attack the other parties. It’s a common Lib Dem ploy.

So the Conservatives have abandoned compassion, and Labour is now a party of protest, according to Nick Clegg (who was clearly taking notes when Mr Miliband met former Labour leader Tony Blair).

What a shame he didn’t pay attention to what Mr Miliband was saying. It’s ridiculous to suggest Labour is “offering anger rather than hope” when Labour has been telling everyone exactly how it would return hope to Britain’s blighted economy.

Mr Clegg claimed that both Labour and the Conservatives were retreating to political extremes, and urged voters to vote for his party instead – conveniently forgetting that the Liberal Democrats in Parliament are currently an enthusiastic part of the most extreme right-wing government the UK has had in generations.

What’s even more amazing is that he followed up this character assassination of his political rivals by saying that, in the event of another hung Parliament in 2015, he would gladly go into coalition with either of the other parties.

He said the Lib Dems would “do our duty to the country”.

Considering your track record to date, Nick, it seems unlikely that ‘duty’ has ever been your motivation.
