Public money is being thrown away on government-contracted scroungers

It turns out that some people really do get to lie around all day, doing nothing apart from watching the money rolling in.

Bloody scroungers.

I’m sorry to swear – and you know I’m not usually rude – but these Work Programme provider companies really get my goat.

The revelation that companies such as Ingeus, A4e and Working Links were getting undeserved ‘incentive’ money (see also the BBC’s article), rather than being paid by results as has been claimed loudly and repeatedly by Tory ministers and backbenchers, is nothing new to Vox Political – we first pointed out the problem in November 2012, more than 18 months ago.

You see, not only has this been going on ever since the Coalition government established welfare-to-work in its current form –

Not only have government ministers and backbenchers been lying to you about the payouts given to the profit-driven privately-owned provider companies –

Not only have these companies been sucking down on your hard-earned taxpayer cash as though they had done something to earn it –

But the people they were supposed to be helping – people who have been forced into ever-greater poverty by the benefit uprating cap, arbitrary and unfair benefit sanctions, the bedroom tax, the £26,000 cap on benefits for families, the imposition of council tax on even the poorest households (in England at least), the stress of continual reassessment (if they are ESA claimants in the work-related activity group), the humiliation of having to visit food banks and who knows what else…

The people who are desperate to get any kind of paying job, despite the fact that zero-hours contracts could make them worse-off than unemployment, due to the effect on in-work benefits, despite the fact that those in-work benefits are also being squeezed hard, and despite the fact that there are at least five jobseekers for every job that becomes available…

These are the people that government ministers, backbenchers and the right-wing press keep victimising with their endless attacks on “skivers”, “scroungers”, the “feckless”, the “idle” and the “lazy”!

If I was unemployed and my MP had been caught slagging me off while praising these good-for-nothing so-called work programme ‘providers’, I would make it my business to bring them before the public, lock them into some medieval stocks and pelt them with rotten vegetables. Public humiliation is the least they should get for this continual insult to common decency.

But wait! There’s more.

It turns out that, not only are these work programme providers a bunch of lazy good-for-nothing parasites, but many of them are also a bunch of foreigners who’ve come to the UK to take our jobs!

Ingeus is Australian. G4S is part-Danish. Maximus is American.

It seems that all the politically-fuelled and media-driven anger against immigration into the UK from the rest of the European Union and beyond may be designed to distract us all from the fact that foreign firms are immigrating here to take government jobs that should be yours, and to steal your tax money.

Nobody can say they’ve earned it, after all.

But let us not be unfair. It would be wrong to concentrate on welfare-to-work providers when all of government is riddled with foreign interlopers.

Look at the Treasury, where the ‘Big Four’ accountancy firms have been re-writing tax law to suit their tax-avoiding corporate clients for the last few years. They are Deloitte (American), PriceWaterhouseCoopers (part-American), Ernst & Young (part-American) and KPMG (Dutch).

And then there is the huge, criminal, foreign firm that has been advising the Department for Work and Pensions on ways to privatise the welfare state since the mid-1990s – a firm so controversial that there is currently a moratorium on the mention of its name in the national mainstream media. It is an American insurance giant called Unum.

The best that can be said of these five corporations is that – at least to the best of our knowledge – they do work for a living.

… In their own interest – not yours.

Labour is following the same plan as England’s football team – to failure

Labour could be heading for defeat next year, after it set out new policies that have the same chance of success as England’s plan for the 2014 World Cup.

The party put its weight behind a report by the Institute of Public Policy Research (IPPR) that left the public cold. If Labour does not change direction, it seems likely the party will not win the votes it needs to get into office next year – unless its rivals make serious mistakes.

It is a situation almost exactly like that of the England football team.

All right, it’s not a perfect parallel. England got into this fix because it was outplayed by teams with ambitious and flamboyant star players – Balotelli for Italy and Suarez for Uruguay. Labour doesn’t have that problem as the closest equivalent in politics is Nigel Farage.

But, like England, Labour seems unable to defend itself against even rudimentary attacks – partly because leaders have painted themselves into a corner (marked ‘pro-austerity’) and partly because they simply refuse to use the logical arguments. Does anybody remember what a relief it was when, after years of silence in response to Tory claims that Labour caused the financial collapse, Peter Hain finally told Owen Paterson, on the BBC’s Any Questions, “It was the banks that destroyed the economy, not the Labour government – it was the international banking system!”

And where is Mr Hain now? He’s retiring at the next election. The only Labour player who was man enough to fend off this blatantly unreasonable Tory attack and he’s being taken off the field.

Meanwhile, Labour’s leaders continue to make schoolboy mistakes that create the opportunity for the other side to score. Ed Miliband’s publicity-seeking pose with The Sun was a spectacular example; yesterday’s IPPR report was a more subtle one.

The lack of ambition is staggering; it seems that, after four years, the Miliband camp still hasn’t understood that copying Tory austerity will scare voters away. Committing to Tory-imposed constraints that require any new idea to be covered by a cut or a tax increase will just increase the exodus – Labour needs to be ambitious.

Everybody knows now that austerity is nonsense. It’s an excuse to drive money into the hands of those who have too much of it already. After four years of it, we are told that this government is on course to put five million British children in poverty by 2020. Food bank use is at its highest ever. The number of people claiming in-work benefits is at its highest ever because employers refuse to pay a living wage and expect the taxpayer to subsidise them instead; by the time of the 2015 election, working families will be around £2,000 per year worse off than they were in 2010.

You are worse-off under the Tory Coalition. You are worse-off under austerity.

Meanwhile, business bosses and shareholders have been having a spectacularly good time, with incomes skyrocketing. There’s no austerity for the One Per Cent!

Indeed, income inequality has increased hugely to place the UK seventh on the international table, behind the USA (fourth) and Chile (first) – and we all know that Tory neoliberals are huge fans of the systems in those two countries.

What are the wealthy doing with all the money they have parasitised from the rest of us?

Well, they’re not using it to pay their taxes, that’s for sure!

One of the main plans put forward in Labour’s IPPR report was to save money by means-testing benefits for 100,000 young people – saving £65 million. That’s a pittance compared to the £600 million in taxes that is being withheld by Google, Amazon and Apple, according to an infographic that’s currently doing the rounds.

Labour is very quiet about that – copying the Tory attitude of diverting people with stories about welfare abuses because Miliband’s know-nothing advisors think being “hard on benefits” is popular with the public, who don’t like “scroungers”.

They’re not intelligent enough to understand that this attitude has been carefully nurtured in the public consciousness by a right-wing, Tory-controlled media. It has nothing to do with reality, in which only a tiny minority of people are in fact defrauding the taxpayer out of benefit money. Lord Fraud – sorry, Freud – was taken to task for this only days ago.

It seems that – like England’s football team – the Labour Party has been off chasing a fantasy. Austerity and the persecution of people on benefits (most of whom are entirely deserving of them, plus massive amounts of compensation for the despicable way they have been treated for the past few years) are Conservative-created blind alleys. In politics, you don’t oppose anybody by copying them.

If Labour concentrated on the real causes of Britain’s problems, the party might have a hope of success.

Otherwise, like the England team, Labour will have to be content with hoping that the Tories make a big mistake.

And, like the England team, they are most likely to learn that this is not good enough.

You may get a visit from a government officer to check that you are being treated appropriately* for your status.

A review officer may visit you if you are:

  • Jewish
  • Homosexual
  • A member of an ethnic minority
  • A member of a political party other than the Conservatives or Liberal Democrats

Your name is selected at random to be checked. You won’t always get a letter in advance telling you about the visit.

What to expect

The officer will interview you in your home and will want to see two forms of identification.

They’ll also ask to see documents about your ethnic origin, religion, and political or sexual history, including but not limited to:

  • Birth certificate
  • Synagogue at which you worship and the name of your rabbi
  • Passport/details of your country of origin
  • Political party membership card
  • Medical records

Visits usually last up to an hour but may be longer.

You may be asked to accompany our officer and be conveyed to special measures* if a more detailed interview is required. You will be treated appropriately*.

Check their identity

You can check the identity of the review officer by:

  • Asking to see their photo identity card and then checking their face to see if the duelling scars match.

Of course there would be outcry if the government released a press release in this form – except that’s exactly what has happened, and nobody batted an eyelid because the victims are people on state benefits.

If you are reading this and think that’s all right, ask yourself what you’ll do when they come for you. This government already has its eye on pensioners, and people who claim in-work benefits will not be far behind.

By the way, words and phrases marked * are euphemisms from an academic website and may be translated as follows:

  • Action – Mission to seek out (in this case, Jews) and kill them
  • Treated appropriately – Murdered
  • Conveyed to special measures – Killed

What’s that you’re saying? “It couldn’t happen here”?

Oh. Well, that’s all right then.

Why is it fair for taxpayers to subsidise businesses but not the disabled?

George Osborne was today set to attack both the Labour Party and UKIP as being bad for business. Isn’t that a bit rich, coming from a man whose party uses taxpayers’ money to subsidise private firms?

Across the UK, firms of all sizes – ranging from huge multinationals right down to the smallest traders – take advantage of the taxpayer-funded benefit system that supports people who earn less than the Living Wage (the minimum amount necessary for a working person to be able to pay their own way).

Osborne would have you believe this is good for Britain; more firms are employing more people – and that’s got to be good, right?

Wrong. More people may be employed, but on increasingly less money, meaning the burden on the taxpayer is increasing all the time.

But the taxpayer has increasingly less money to give to the Treasury, meaning that – instead of saving the economy – Osborne has put us into a vicious spiral of diminishing returns.

That’s what you get when you ask a towel-folder to do a real job!

It would be far better to demand that businesses pay the Living Wage. It isn’t an impossible dream – only a few decades ago, it was possible for one parent to earn enough to house and feed an entire family. Why doesn’t this happen anymore?

There is, in fact, no reason for it to have stopped.

The only conclusion we can reach is that the Tory government is using the system to leach money into the pockets of wealthy businesspeople. By pushing benefit payments so low that the unemployed and low-paid struggle to support themselves, they have made it possible for employers to pay less and pocket more.

That is why the names on the Sunday Times Roll Call of Shame (otherwise known as the Rich List) are so much richer this year than they were before the Tories weren’t elected.

The answer is simple: Compel businesses to pay the Living Wage.

Oh, but you think that will be bad for business too, do you?

Mr Osborne would tell you so, would he?

How odd – because this would be no different from a policy his government has been happily forcing on benefit claimants since 2010.

You see, as stated above, the policy has been to make living on benefits extremely difficult in order to force people to seek employment. This in turn allows firms to depress wages because they can tell the workforce there are plenty of other people waiting to take their places.

Only today, on this blog, we were discussing Tory David Willetts’ plan to cut Disabled Student Allowance. He wants us to believe that this will get students with disabilities to work harder, rather than expecting the taxpayer to lay everything at their feet; in fact, he is taking away their lifeline and leaving them to starve.

But the argument works just as well with employers. Any government with the guts to tell them that the crutch of in-work benefits is being removed and they will have to pay the difference is sending out the same message to employers as they did to benefit claimants: You’ve had it easy for too long. Now it’s time for you to earn your keep.

Some firms will go under. Unlike the disabled people being victimised by David Willetts (et al), we should shed no tears for them; they weren’t helping the economy.

More will pay up – finding new markets to fund the extra expenditure. These are the businesses that will build the real economic recovery.

Labour is one of only a few political organisations that support the Living Wage, and therefore the only mass-appeal political party that would have a genuinely beneficial effect on the economy.

Oh, but I forgot.

You were listening to George Osborne.

And he says Labour is bad for business.

But then – he’s no economist.

He’s a towel-folder.

How do we wrestle fairness from a rigged economic system?

It’s terrific when an article makes you think.

Why Capitalism needs unemployment, by Cheltenham & Gloucester Against Cuts, tells us that unemployment is used as a weapon against the workers – with the threat of it used to force pay cuts on employees, while we are told to fear inflation if unemployment falls.

So fatcat company bosses win either way, it seems.

The article commented on Margaret Thatcher’s ideological mentor, Milton Friedman, who “understood that low levels of unemployment give confidence to workers, who can fight for better pay and conditions. When they’re successful, the profit margins of capitalists are reduced, causing them to put their prices up in response“.

We know this happens; we have seen it many times. Some may argue that it is different from cases in which shortages of particular commodities push up their prices and the prices of products that are made from them – but, with fuel prices as the only notable exception, have you ever seen prices drop after these shortages end?

The system is rigged to ensure that working people stay poor, either through pay cuts during high unemployment or inflation in low unemployment; meanwhile the employers and shareholders ensure that they stay rich, by sharing out extra profits gained by keeping pay low or by putting up prices.

What do they do with this money?

The answer, it seems, is nothing. They bank it in offshore tax havens and leave it there. This is why, we are told, Britain’s richest citizens have more than £20 trillion banked offshore at the moment.

That’s more than £20,000,000,000,000! Enough to pay off this country’s national debt 18,000 times over and still have plenty to spare. Enough to solve the problems of the world, forever. It is, in fact, more money than we can comfortably imagine.

It is doing nothing.

Faced with this knowledge, there can only be one logical question: Why?

Why rig the system so that ever-larger sums of money pour into these offshore accounts, if nothing is to be done with it? Where is the sense in that?

The only logical answer appears to relate to its effect on workers: Keeping the profits of their work away from the workforce means they are kept in misery and servitude to the ruling classes – the parasitical board members and shareholders.

There are knock-on effects. Taxpayers are hit twice – not only are they forced to grapple with ever-more-hostile pay offers, but their taxes pay for in-work benefits that subsidise corporate-imposed pay levels; they support people who have been forced into unemployment unnecessarily and the silly make-work schemes that are forced on those people by the Department for Work and Pensions, under threat of sanction.

It’s a protection racket. There should be a law against it. And this begs the next question: Why isn’t there a law against it? How can this corrupt system be dismantled and what should replace it?

That’s a very good question, because the other cosh being held over our collective heads is the possibility that firms will move abroad if new laws in this country threaten their massive profits. This is where an international agreement between nations or groups of nations would be very useful, if it was carried out in the right way – a Transatlantic, or Trans-pacific, Trade and Investment Partnership, perhaps.

And what do we see? Plans for such agreements have been put together and they do the exact opposite of what they should – tying the workers into ever-worsening conditions. This is why the TTIP, currently being pushed on the European Union, must be rejected – and why bosses will do anything to ensure it succeeds.

This is the situation. It seems clear that nothing will change it for the better until somebody has the courage to stand up to these manipulators (who were probably schoolyard bullies back in the day) and say enough is enough; change is coming – do what you will.

Tax evasion and avoidance is already a huge issue here in the UK; perhaps we need to make a criminal offence of manipulating the economy – with prison sentences for bosses who put their prices up purely to retain high profit margins when their salaries are already dozens of times higher than those of their workers.

But what else is needed? How can such a mechanism be brought in without scaring off business? Or should we let them go, and put something fairer in their place? Ban them from trading in the UK unless they conform to the new model?

These are ideas that need exploration – by many people, not just a few.

What a rare and pleasant thing we’ve enjoyed for the last few days – a Bank Holiday weekend with good weather! And isn’t it a shame that this means most of you will have been out, and therefore missed Marcus Brigstocke’s turn on The Now Show.

Here’s a guy who knows how to take the government apart; it seemed as though he’d been reading Vox Political for the last few months because he touched on some of our favourite subjects:

1. The economy

He led with the 0.8 per cent increase in economic growth, mocking the government’s celebratory tone with impressions of how ordinary people took the news, up and down the country (some of the accents were beyond belief).

“Well done, George Osborne,” said Marcus, his voice dripping with sarcasm. “You have proved your theory right, using the Grand Theft Auto model. You have successfully shown that the poor really are like video game prostitutes – if you kick them hard enough, eventually money will come flying out of them.”

Doesn’t this fit nicely with what this blog has been saying about the economy being dependent entirely on the movement of poor people’s money? Those with less spend all – or almost all – of their income and it is this money, being pushed around the system, that boosts profits and keeps Britain going.

He continued: “I know that the state of the economy matters but for the vast majority of people it is as mysterious and cryptic as the shipping forecast… What makes a difference to people is not zero-point-eight-per-cent growth; it’s actual wages and the cost of living.

“The National Institute of Economic and Social Research (NIESR) showed this week that the average worker is £2,000 worse-off since the financial crisis hit,” another common theme here on VP, except in fact it’s £2K per year worse-off. Let’s do a quick shout-out to Jonathan Portes, NIESR’s director, whose Tweets are well worth a read: @jdportes

“I say, ‘hit’. That makes it sound like the crisis swerved towards us. The reality is, the average worker is £2,000 worse-off since the financial sector arrogantly, and with galactic, hubristic stupidity, drove the economy off a cliff, yelling, ‘Does this mean I still get my bonus?’ Of course you’ll still get your bonus. Otherwise you’d leave the country and [chuckling] nobody wants that.” [Laughter from the audience – we’re all in on that joke.]

2. Employment

“More people are in work now; good. But why do employers talk like they deserve a sainthood when they have people working for them? Your company does a thing; you need workers to facilitate the doing of that thing. The workers work, and the thing is done – am I missing something here? Do you feel you need a medal?”

2a. Zero-hours contracts

“One-point-four million British workers are having to scrape a living together from cynical, ruthless, exploitative employers using zero-hours contracts. Value your employees – they are not battery workers; they are people… One in five UK workers earns less than the Living Wage.”

At this point the narrative switches to a spoof advert: “At GreatBigFacelessBastardCorp we care so little about what we do, we pay our workers the minimum wage allowed under the law! That way we can pass on their listlessness and overwhelming sense of defeated apathy to you, the customer! GreatBigFacelessBastardCorp – crushing dreams so you don’t have to!”

This relates to an argument that Vox Political has been having with Tory-supporting businesspeople for years, going back to the earliest days of the blog. Back in January 2012, I wrote False economies that leave the business books unbalanced in which I stated:

It seems to me that many employees are finding life extremely difficult now, because the amount they are paid does not cover all their outgoings and they are having to work out what they can do without. The cost of living has risen more sharply than their pay, so they are out of pocket.

This creates stress, which can create illness, which could take them out of work and turn them into a liability to the economy – as they would then be claiming benefits.

That’s bad – not only for the country but also for their company, because demoralised employees produce poor work and the company’s turnover will decrease; having to bring in and train up new workers to replace those who are leaving through ill health is time-consuming and unproductive.

Therefore, in taking the money for themselves, rather than sharing it with employees, bosses are clearly harming their own companies and the economy.

In fact, it seems to me that this is a microcosm of the larger, national economy. In order to keep more money, bosses (and the government) pay less (in the government’s case, to pay off the national deficit). This means less work gets done, and is of poorer quality (in both cases). So orders fall off and firms have to make more cutbacks (or, revenue decreases so the government makes more cutbacks in order to keep up its debt payments).

[This seems to have been borne out by subsequent events. More people are employed than ever before, according to the government, yet GDP has improved by only a fraction of one per cent in the last quarter. By rights, it should be about 20 percentage points higher than the pre-crisis peak by now, according to some analysts.]

The message to bosses – and the government – is clear: Cutting back investment in people to keep money for yourselves will cripple your earning ability. Cutting even more to make up for what you lose will put you into a death spiral. You are trying to dig your way out of your own graves.

But there is an alternative.

A reasonable pay increase to employees would ensure they can pay their bills, and would also keep them happy.

Happy workers produce better results.

Better results keep businesses afloat and earn extra work for them.

That in turn creates more revenue, making it possible for bosses not only to increase their own pay but employ more people as well.

Wouldn’t that be better for everybody?

Well, wouldn’t it?

3. Welfare lies

“Young workers are amongst the hardest-hit by the downturn, with pay falling by 14 per cent between 2008 and 2013. Well done, everybody! We pay far more from the welfare budget supporting incomes for people in work than we do for those out of a job.

“The government keep on crowing about the number of people they have in work … most of them are not so much in work as near some work, if only they were allowed to do any.

“If you’re on the minimum wage, kept on a zero-hours contract between 7am and 7pm so you can’t work for anyone else but rack up a grand total of – ooh! – just enough hours so your employer doesn’t have to pay your National Insurance [another VP theme], you get no training, no employee benefits, no hope of any promotion and you hear ‘IDS’ banging on about how he’s ‘the saviour of benefits street’, well, if you can still afford a shoe then please throw it at the radio or through the telly or at his actual face.” This is a reference to sabotage, in which workers threw their crude shoes – or ‘sabots’ into machinery to stop it working, in protest against their working conditions and developments that were endangering their jobs.

“Low pay means higher staff turnover, high absenteeism, poor morale and lower productivity.” That’s exactly as I stated in the VP article from 2012.

4. In conclusion

“I don’t know when money started making money faster than people but… It’s not helping,” said Marcus, truthfully. “So instead of running about with your shirt over your head doing ‘airplane arms’, shouting ‘Nought-point-eight-per-cent’… do something to get the people who actually work to be rewarded, recognised and remunerated for what they do.

“It’s not rocket science and, frankly, if it is, I sincerely hope they’re not on minimum wage.”

When I heard that piece, I very nearly stood up to applaud. If you want to hear it yourself (and I’ve left out enough of it to make it worthwhile, I promise you), it’s available for download here, and starts around eight and a half minutes in.

Actually, it would be better if Marcus hasn’t been reading this blog, because then he would have drawn the same conclusions, from the same evidence, thereby reinforcing my own reasoning.

Now, let’s have your opinions, please. I’ll be very interested to hear from supporters of the current “pay-’em-the-bare-minimum” policy as they almost invariably say things like “We can’t pay them any more” – it’s never “They have good reasons that mean they can’t pay us more”.

Interesting, that.

Jail the DWP fraudsters who tried to fix UK unemployment figures!

Iain Duncan Smith and everybody else associated with this scam should be facing charges and the possibility of imprisonment, rather than re-election next year.

Let’s be honest about this: The government hasn’t messed up by omitting Universal Credit claimants from the official unemployment benefit claimant count – the Department for Work and Pensions messed up by admitting this had happened.

It means we may be looking at a long-term attempt to defraud the electorate. The plan seems clear: When the general election finally takes place next year, Iain Duncan Smith would have claimed that his policies have been a brilliant success in creating jobs and cutting down the number of people claiming benefits.

If people are convinced that the DWP has succeeded in cutting the amount of money being paid out in benefits – the burden on the taxpayer – then they are more likely to vote for the Conservatives. Electoral victory means more money for everybody involved – what’s known as a pecuniary advantage.

But the claim has been made by deception. Obtaining a pecuniary advantage by deception is the dictionary definition of criminal fraud.

There can be no doubt that the omission was deliberate. When it comes to fiddling the official figures, the DWP has ‘form’ going back for years. Look at the lies about the benefit cap pushing people into work; the way people on ESA were encouraged to say they were self-employed and claim tax credits – even though this is not permitted and they were racking up a huge overpayment.

Look at the abuses of the sanction system; look at the abuses of the IB/ESA work capability assessment; look at the number of successful appeals against the DWP that have been kept out of official figures.

The claimant count, which provides the headline unemployment figure, is the number of people claiming Jobseekers’ Allowance every month – and has been for many years.

But Iain Duncan Smith’s flagship (if the ship was the Titanic) Universal Credit is up and running – on an extremely limited basis – in certain pilot areas of the country, and people without a job in those areas should be included in the claimant count.

This has not happened. It is possible that this is yet another oversight by Mr Duncan Smith, the government’s top bungler (indeed, he was recently voted favourite cabinet minister by ConservativeHome, so he must be doing something right, and the thing he does most often is make mistakes).

Mr Duncan Smith himself would disagree, however. He has claimed repeatedly and vehemently that his department does not make mistakes with statistics; that everything done on his watch has been justified and that everybody at the DWP is entirely competent.

So we must accept that there was a decision to keep Universal Credit claimants out of the claimant count, meaning that there was a decision to make it seem there are fewer people unemployed than is actually the case.

This seems to be supported by the complaint from the Office for National Statistics, which publishes unemployment figures. The wording runs as follows: “The DWP have not been able to supply ONS with this information in a way that has allowed its inclusion within the Claimant Count [italics mine], resulting in the exclusion of UC claims from this measure.”

This implies that the DWP is perfectly capable of supplying the figures in a manageable way but has deliberately done otherwise.

Further indication that DWP officials knew exactly what they were doing comes from a spokeswoman’s response to this affair, published in the Daily Mirror: “We have been fully transparent in publishing the number of people claiming Universal Credit.

“To ensure consistency the Department released these figures alongside the employment statistics. Universal Credit is both an in- and out-of-work benefit so some claimants may be working.”

In that case, the DWP cannot have been “fully transparent”, can it? Transparency would have required the department to separate UC into “in-work” and “out-of-work” claims, and we have no evidence that this has happened. Until it does, neither the ONS nor the rest of us have any way of knowing how many people are unemployed in the UK.

This has been going on for nearly a year, as Universal Credit was rolled out in its first pilot area in April last year. This means that all unemployment statistics since then have been falsified by the DWP and unemployment figures have been higher than claimed.

The Labour Party has tried to paint this as incompetence, but it is wrong to do so.

This was deliberate, premeditated disinformation.

Now the deception has been uncovered, they are unrepentant.

Perhaps someone should remind them that fraud is still a crime.

‘Scrap maternity pay’ – how Tories see the future of ‘welfare’ reform

Yesterday (February 11) we had a chance to see what the Tories – or at least some of them – want to do to state benefits.

Charlie Elphicke, Tory MP for Dover, launched a debate in the Westminster Hall in which he called for the axing of maternity pay – and other in-work benefits – to make way for a new insurance system into which employers and the self-employed would pay, and from which the costs of maternity leave and other benefits would be met. He suggested that participating employers would see a corresponding cut in their National Insurance contributions.

He said he wanted this system to pay out at minimum wage levels, rather than at the current £137 per week maternity rate. The state would back the scheme, but it would be entirely funded by businesses.

The taxpayer would not fund any of this scheme – at least, not the way the visionary Charlie put it during the debate. It would be “paid for by the workplaces of the nation”.

This is how (some) Tories want the system to be: Insurance schemes-a-go-go, with people and businesses standing or falling on their ability to meet the requirements of the system.

Obviously he has not considered the drawbacks of such a scheme. One is very simple: If employers are paying everything towards in-work benefits, why not simply pay the Living Wage, whether a person is working, on maternity, or whatever? The cost would be the same or lower – because there would be no government administrative burden.

Liberal Democrat Work and Pensions minister Steve Webb put some more of them into words.

“As the system currently works… 93 per cent of the cost of statutory maternity pay is refunded to employers. In fact, more than 100 per cent is refunded to small firms,” he said.

“If an employer is reluctant to take on a woman who might have a child, therefore, the pure finances should not make a huge difference.

“I am not therefore sure that having a collectivised… system of insurance is any different substantively for the employer. Either way, employers are getting reimbursed — the costs are being met and are not in essence falling on the employer.”

In other words, there would be no benefit to employers.

He continued: “Whenever we set up a new scheme, we have new infrastructure, bureaucracy and sets of rules. If we had the levy—the at-work scheme that he described — we would have to define the new tax base, have a new levy collection mechanism, work out who was in and who was out, have appeals and all that kind of stuff. There is always a dead weight to such things. Simply setting up new infrastructure costs money. I would have to be convinced that we were getting something back for it.”

In other words, the scheme proposed by the intellectual Mr Elphicke would be more expensive than the current system.

“He then says that he wants the rate not to be some £130 a week, but to be £200 and something a week,” said Mr Webb.

“I was not clear where that extra money would come from. If we pay women on maternity leave double, someone must pay for it. If he does not want that to be an extra burden on firms, paying for it will simply be a tax increase.”

In other words, the scheme might be doubly more expensive.

In addition, he said the proposal created issues around whether it distorted the choice between becoming an employed earner or a self-employed person.

And he pointed out that Mr Elphicke’s proposal was based on a belief that women taking maternity leave would not return to their previous employment – but this is no longer true. Mr Elphicke’s proposal is based on an outdated understanding of the market.

Mr Webb said: “The norm now for an employer who takes on a woman who goes on maternity leave is that — four times out of five — he will come back to the job for which she was trained, in which she is experienced and to which she can contribute.

“We now find that three quarters of women return to work within 12 to 18 months of having their baby… We need to educate employers about the fact that, if they do not employ women of childbearing age, they are depriving themselves of talented people who contribute to the work force. Not employing such women is clearly a bad thing, not only from a social point of view, but from an economic point of view.”

There you have it. Mr Elphicke’s proposal was defeated by a member of his own Coalition government; it was archaic, it was expensive, and it offered no profit for the people who were to pay for it.

That won’t stop him pushing plans like this. You will have noticed that a keystone of his scheme was that businesses would pay for in-work benefits – not the state. Charlie Elphicke is a Tory, and Tories cut taxes for very rich people like themselves. He’ll go on pushing for it in one form or another, for as long as he remains an MP.

Even if it is expensive, harmful nonsense.

A report by the Fabian Society has revealed that the majority of the public wants the government to tackle unemployment, low wages and rising rents, rather than make further spending cuts in housing benefit – just as the National Housing Federation said the consequences of April’s bedroom tax (and other measures) have been worse than feared.

Rent arrears have soared, while larger houses are being left empty because people are refusing to move in and pay the arbitrary “spare room subsidy” that the Coalition government dreamed up last year as an excuse to steal housing benefit money from poor families.

Public feeling on the subject has been manipulated by the right-wing media such as the Daily Telegraph and the Daily Mail, according to the Fabian Society report. It showed that people were initially more convinced by arguments against spending on housing benefit, which costs £23 billion per year.

But this changed when astonished poll participants learned that 93 per cent of the increase in housing benefit claims between 2010-11 came from working people.

The survey found that 63 per cent of people felt poverty was “caused by forces beyond the control of the individual”.

Meanwhile David Orr, chief executive of the National Housing Federation, told the BBC the impact of the tax had been “at least as bad as we had anticipated, in many cases even worse”.

The government’s stated plan – that withdrawing benefit if people are living in a house with a “spare” bedroom, as defined by the Department for Work and Pensions, would encourage them to move to smaller properties – was never going to work as there are 582,000 more families who would need to move than there are suitable properties for them to move into. This is because successive governments have failed to build social accommodation – including the current Coalition.

But Mr Orr said larger homes, vacated by families that had found alternative accommodation, were now going empty because nobody else could afford to move into them.

Of course, this is a disaster for housing associations – the main operators in the social rented sector since Margaret Thatcher started selling council houses in the 1980s; as their homes go empty, they lose money.

“The numbers of empty homes we’ve got to let are increasing significantly,” said Iain Sim, chief executive of Coast and Country Housing, in the BBC website article. “People are now telling us that because of bedroom tax, they can no longer afford to move into the bigger family homes, and as a consequence of that we’re getting fewer lettings and more empty houses.”

You might feel unsympathetic about this – perhaps you think housing associations are part of the problem because they haven’t built smaller accommodation either. But then, they tend to expect to provide homes for families, so this strategy is understandable.

For those who are trapped in larger houses and forced to pay the bedroom tax, rent arrears are on the increase – East Ayrshire Council says its arrears are up by 340 per cent after the tax was introduced.

And those living near newly-empty houses say they expect an increase in crime as a result.

The BBC report also mentions the case of people like Alison Huggan, whose case was mentioned by Ed Miliband in Prime Minister’s Questions in February. The government told her that parents of children in the military who are deployed on operations would be exempt from the bedroom tax – but her local council has imposed it on her because her military sons’ main residences are deemed to be their barracks in Germany and Cyprus.

She said in the report that she felt “cheated, and lied to”.

Considering the situation, the reason for this is clear: She was.

The Department for Work and Pensions is unrepentant but, compared with what is actually happening, the spiel it trotted out for the BBC piece is incredibly ill-advised. A spokesman said the measure was returning fairness to housing: “In England alone there are nearly two million households on the social housing waiting list and over a quarter of a million tenants are living in overcrowded homes”.

… and the bedroom tax means that large homes that could be used to accommodate them are going empty and housing associations are feeling the pinch. How long will it be before they start to collapse?

“This is causing real misery,” Mr Orr told BBC Radio 5 Live.

Well, it would. It seems that was always the intention.

The so-called ‘public debate’ over whether Michael Philpott (or if you prefer, Iain Duncan Smith) typifies the sort of people who live on social security in modern Britain has effectively masked something more sinister that was put in motion this week.

The government wants the Low Pay Commission to consider the impact on “employment and the economy” of the minimum wage.

The implication is clear: The Conservatives want to get rid of the statutory lowest level of wages, in order to further depress remuneration for the poorest workers in the UK. Whether or not that is the fact, it’s what people will infer.

The timing is a classic tragedy of modern Conservatism. Having just made a bold (and entirely false) claim that its benefit cuts are “making work pay”, the Tory-led Coalition appears dead-set on making sure that it won’t.

I had an argument, on this very subject, over on the Conservatives’ (I think) Facebook page. It was a while ago, but I thought I had saved the debate for posterity. I spent much of yesterday looking for it and came up with nothing, so what follows is a paraphrase of what I said there, and the best I can remember. For that I apologise. I can only advise others reading this that you should never throw anything away, as you might need it later! (That goes for things you’ve said, mind, not sweet wrappers or other rubbish – you shouldn’t all become hoarders just because of me).

The discussion was based on the premise that, rather than pay the bare minimum, employers should in fact pay a ‘living’ wage, in line with what Labour has been proposing.

I’m very much in favour of a living wage. If a person receives enough, in return for their work, to pay their way in the world without having to take state benefits, several things happen:

They feel valued in their position, and try harder. The quality of their work improves, along with that of the other workers in the company who also receive the living wage, and as a result, the employer is likely to benefit from improved orders. The company flourishes and is able to take on more employees.

As a result of this, the firm and its employees are able to pay more taxes and National Insurance contributions – not as a result of an increase imposed by an oppressive government, but because more people are employed there. The government therefore has more cash to fund public services; it has less need to borrow money and will not have to pay as much in social security benefits – in-work benefits will be unnecessary because working people will be receiving enough to put them above the threshold for them, and fewer people will be claiming out-of-work benefits.

The government can then pay off its debts and deficit more quickly and then cut tax rates. This means everyone will have more money in their pockets – including employers, who can then plough the extra cash back into the firm with infrastructure improvements and more employment.

You see how this works?

Contrast this with what happens when you employ somebody on the minimum wage, or abolish it.

People on the absolute minimum do not feel valued. They consider their employers to be taking more than their fair share of the profits generated by the company where they all work together. They feel undervalued – and demeaned by the fact that they have to claim state benefits in order to survive. Their health may be put at risk, because they may find themselves having to work ridiculously long hours, just to make ends meet. Their work starts to suffer, and they may end up unemployed, either for health reasons or because the company is suffering (as a result of workers turning in substandard work).

The company makes cutbacks. Its bosses don’t want to take a pay cut so they cut corners elsewhere. The workforce diminishes and the quality of the product suffers. In time, the firm’s contribution to the national economy dwindles – if it doesn’t go to the wall altogether. Its tax and National Insurance contribution plummets.

The government finds itself paying in-work benefits for increasing numbers of people, and unemployment figures skyrocket. Employers and workers do not provide enough money in taxes and National Insurance to pay the bill for public services, so these are cut back and borrowing increases. The nation goes into a debt spiral.

That is the current situation.
