The headline should not come as a surprise – of course changes that cut benefits for the poor are going to harm them more than rich people.

But do you remember David Cameron’s claim that his government would be the most transparent ever?

Isn’t it interesting, then, that the independent Equalities and Human Rights Commission (EHRC) has found a way to compile information on the effects of tax, social security and other spending changes on disabled people, after the government repeatedly claimed it could not be done?

It seems Mr Cameron has something to hide, after all.

We already have a taste of what we can expect, courtesy of our friends in Scotland, who commissioned the Centre for Regional Economic and Social Research at Sheffield Hallam University to study the relationship between deprivation and financial loss caused by “welfare reform”.

The study shows that more than £1.6 billion a year will be removed from the Scottish economy, with the biggest losses based in changes to incapacity benefits. The Scottish average loss, per adult of working age, is £460 per year (compared with a British average of £470) but the hardest hit area was impoverished Glasgow Carlton, where adults lost an average of £880 per year.

In affluent St Andrews, the average hit was just £180 per year.

Of course, the cumulative effect will hit the poorest communities much harder – with an average of £460 being taken out of these communities it is not only households that will struggle to make ends meet; as families make cutbacks, local shops and businesses will lose revenue and viability. If they close, then residents will have to travel further for groceries and to find work, meaning extra travel costs will remove even more much-needed cash from their budget.

For a nationwide picture, the EHRC commissioned the National Institute of Economic and Social Research (NIESR) and the consultancy Landman Economics to develop a way of assessing the cumulative impact of “welfare reform”.

The report will be published in the summer, but Landman Economics has already told Disability News Service that the work was “not actually that difficult”.

Why, then have Mark Hoban, Esther McVey and Mike Penning, the current minister for the disabled, all claimed that a cumulative assessment is impossible?

Some might say they have a vested interest in keeping the public ignorant of the true devastation being wreaked on Britain’s most vulnerable people by Coalition austerity policies that will ultimately harm everybody except the very rich.

Some might say this is why the BBC – under the influence of a Conservative chairman – failed to report a mass demonstration against austerity by at least 50,000 people that started on its very doorstep.

Misguided conspiracy theorists, all!

Tory Democrats withdraw Bedroom Tax support – too little, too late?

According to The Guardian, the Liberal Democrat president Tim Farron is set to withdraw his party’s support for the Bedroom Tax today (Wednesday), saying it has caused “huge social problems”.

It is too little, too late from the Party that Likes to Change its Mind – and one must question the timing. The newspaper states that “the Liberal Democrat conference agreed to review the bedroom tax” in September last year, but this is inaccurate; the conference passed a motion that official Liberal Democrat policy must be condemnation of the Bedroom Tax.

According to the newspaper: “In a speech that will distance the Lib Dems from the controversial tax, Farron condemns what he describes as attacks on the poorer members of society. ‘The onslaught of divisive rhetoric that demonises the poor can never help us to create a fairer society,’ he will tell the Centre for Social Justice. ‘The bedroom tax causes huge social problems and distorts the market – we as a party cannot support this.'”

But the Tax has already been in place for a year and the damage has been immense. Hardly a day goes by without a new report of victimisation. Why didn’t Farron make his move sooner?

Could it be more likely that, with elections on the way, it now seems like a good idea to get on the public’s side?

Back in the autumn, Vox Political wrote: “The tax was really brought in for several reasons: It is partly a reaction against the increase in the Housing Benefit bill to accommodate people with jobs whose wages are below their cost of living – this is due to greed on the part of employers; it is partly intended to clear housing – not for people on any waiting list but as a form of social cleansing, getting the riff-raff out of attractive parts of our towns and cities; and it is also another attempt to spite people on sickness, incapacity or disability benefits, who must either face the extra cost and inconvenience of removing special adaptations to their houses and reinstalling them elsewhere if they are able to move, or must lose the company of carers who use spare bedrooms when they have to stay over, or must pay the tax and live without food or heat, thereby risking their health.”

Nothing has changed since then.

Let’s hope the voters see this pathetic display for what it is.

A&E fears fall on deaf ears

Andy Burnham, Shadow Health Secretary: He’d rather listen to real doctors than spin doctors.

The title of this article should seem brutally ironic, considering that the Coalition government famously ‘paused’ the passage of the hugely controversial Health and Social Care Act through Parliament in order to perform a ‘listening exercise’ and get the views of the public.

… Then again, maybe not – as the Tories (with the Liberal Democrats trailing behind like puppies) went on to do exactly what they originally wanted, anyway.

Have a look at the motion that went before the House of Commons today:

“That this House is concerned about recent pressure in Accident and Emergency departments and the increase in the number of people attending hospital A&Es since 2009-10; notes a recent report by the Care Quality Commission which found that more than half a million people aged 65 and over were admitted as an emergency to hospital with potentially avoidable conditions in the last year; believes that better integration to improve care in the home or community can relieve pressure on A&E; notes comments made by the Chief Executive of NHS England in oral evidence to the Health Select Committee on 5 November 2013, that the NHS is getting bogged down in a morass of competition law, that this is causing significant cost and that to make integration happen there may need to be legislative change; is further concerned that the competition aspects of the Health and Social Care Act 2012 are causing increased costs in the NHS at a time when there is a shortage of A&E doctors; and calls on the Government to reverse its changes to NHS competition policy that are holding back the integration needed to help solve the A&E crisis and diverting resources which should be better spent on improving patient care.”

Now have a look at the amendment that was passed:

“That this House notes the strong performance of NHS accident and emergency departments this winter; further notes that the average waiting time to be seen in A&E has more than halved since 2010; commends the hard work of NHS staff who are seeing more people and carrying out more operations every year since May 2010; notes that this has been supported by the Government’s decision to protect the NHS budget and to shift resources to frontline patient care, delivering 12,000 more clinical staff and 23,000 fewer administrators; welcomes changes to the GP contract which restore the personal link between doctors and their most vulnerable patients; welcomes the announcement of the Better Care Fund which designates £3.8 billion to join up health and care provision and the Integration Pioneers to provide better care closer to home; believes that clinicians are in the best position to make judgements about the most appropriate care for their patients; notes that rules on tendering are no different to the rules that applied to primary care trusts; and, a year on from the publication of the Francis Report, notes that the NHS is placing an increased emphasis on compassionate care, integration, transparency, safe staffing and patient safety.”

Big difference, isn’t it?

From the wording that won the vote, you would think there was nothing wrong with the health service at all – and you would be totally mistaken.

But this indicates the sort of cuckooland where the Coalition government wants you to live; Jeremy Hunt knows what the problems are – he just won’t acknowledge them. And he doesn’t have to – the media are run by right-wing Tory adherents.

So here, for the benefit of those of you who had work to do and missed the debate, are a few of the salient points.

Principal among them is the fact that ward beds are being ‘blocked’ – in other words, their current occupants are unable to move out, so new patients cannot move in. This is because the current occupants are frail elderly people with no support in place for them to live outside hospital. With no space on wards, accident and emergency departments have nowhere to put their new admissions, meaning they cannot free up their own beds.

Health Secretary Jeremy Hunt had nothing to say about this.

Andy Burnham, who opened proceedings, pointed out the huge increase in admissions to hospital accident and emergency departments – from a rise of 16,000 between 2007 and 2010 to “a staggering” 633,000 in the first three years of the Conservative-Liberal Democrat Coalition government.

Why the rapid rise? “There has been a rise in people arriving at A and E who have a range of problems linked to their living circumstances, from people who have severe dental pain because they cannot afford to see the dentist, to people who are suffering a breakdown or who are in crisis, to people who cannot afford to keep warm and are suffering a range of cold-related conditions.”

He said almost a million people have waited more than four hours for treatment in the last year, compared with 350,000 in his year as Health Secretary; the statement in the government amendment that waiting times have halved only relates to the time until an initial assessment – not total waiting time. Hospital A and Es have missed the government’s targets in 44 of the last 52 weeks.

Illnesses including hypothermia are on the rise, and the old Victorian ailments of rickets and scurvy are back, due to increased malnutrition.

Hospitals are filling up with the frail elderly, who should never have ended up there or who cannot get the support needed to go home because of a £1.8 billion cut in adult social services and support. This, Mr Burnham said, was “the single most important underlying cause of the A and E crisis”; ward admissions cannot be made because the beds are full. The number of emergency admissions of pensioners has topped 500,000 for the first time.

Ambulances have been held in queues outside A and E, unable to hand over patients to staff because it is full. That has left large swathes of the country — particularly in rural areas — without adequate ambulance cover.

The government is downgrading A and E units across the country into GP-run clinics, while pretending that they are still to be used for accidents and emergencies – in the middle of the A and E crisis.

People in England are reducing the number of drugs they are taking because they cannot afford to buy them. Families are choosing between eating, heating or other essentials, like prescriptions.

Competition rules have been stifling care, Mr Burnham said: “The chief executive of a large NHS trust near here says that he tried to create a partnership with GP practices and social care, but was told by his lawyers that he could not because it was anti-competitive.”

He added: “Two CCGs in Blackpool have been referred to Monitor for failing to send enough patients to a private hospital. The CCG says that there is a good reason for that: patients can be treated better in the community, avoiding costly unnecessary hospital visits. That is not good enough for the new NHS, however, so the CCG has had to hire an administrator to collect thousands of documents, tracking every referral from GPs and spending valuable resources that could have been spent on the front line.”

And the health trust in Bournemouth wanted to merge with neighbouring Poole trust, but competition rules stopped the merger taking place.

Mr Burnham demanded to know: “Since when have we allowed competition lawyers to call the shots instead of clinicians? The Government said that they were going to put GPs in charge. Instead, they have put the market in charge of these decisions and that is completely unjustifiable. The chief executive of Poole hospital said that it cost it more than £6 million in lawyers and paperwork and that without the merger the trust will now have an £8 million deficit.

“The chief executive of NHS England told the Health Committee about the market madness that we now have in the NHS: ‘I think we’ve got a problem, we may need legislative change… What is happening at the moment… we are getting bogged down in a morass of competition law… causing significant cost and frustration for people in the service in making change happen. If that is the case, to make integration happen we will need to change it’ – that is, the law. That is from the chief executive of NHS England.”

The response from current Health Secretary Jeremy Hunt needs to be examined carefully.

He said more than 96 per cent of patients were seen within four hours – but this conforms with Mr Burnham’s remark; they were seen, but not treated.

He tried to rubbish Mr Burnham’s remarks about scurvy by saying there had been only 26 admissions relating to scurvy since 2011 – but this misses the point. How many were there before 2011? This was an illness that had been eradicated in the UK – but is now returning due to Coalition policies that have forced people into malnutrition.

He dodged the issue of competition rules strangling the NHS, by saying that these rules were in place before the Health and Social Care Act was passed. In that case, asked Mr Burnham, “Why did the government legislate?” No answer.

As stated at the top of this article. he did not answer the question of the frail elderly blocking hospital beds at all.

The vote was won by the government because it has the majority of MPs and can therefore have its own way in any division, unless the vote is free (unwhipped) or a major rebellion takes place among its own members.

But anyone considering the difference between the Labour Party’s motion and the government’s amendment can see that there is a serious problem of perception going on here.

Or, as Andy Burnham put it: “This Secretary of State … seems to spend more time paying attention to spin doctors than he does to real doctors.”

Why should we endure this disrespect from a public servant?

“I can say with the strongest feeling my concern about the hubris you have demonstrated and your tone to this committee. You haven’t explained – certainly to my own satisfaction, and I am sure anybody that has been watching will draw their own conclusions – you have not made any satisfactory explanation about how you have informed, and kept this committee informed, about the difficulties that the Department was experiencing. There has been obfuscation, smoke-and-mirrors, even up to a few weeks before the report from the National Audit Office. The memorandum that was released in August was clearly saying that everything was fine and dandy. It is, clearly, not. I’ll give you one more opportunity to answer, so you can explain to this committee why there is such poor information provided by your Department.”

These were the words of Commons Work and Pensions committee member Debbie Abrahams to Secretary of State Iain Duncan Smith, just a quarter of the way through today’s (Monday) clash over Universal Credit and his Department for Work and Pensions’ appalling book-keeping.

Mr… Smith’s response typified the attitude that she was decrying. He said: “Well, I just don’t agree with you, and I don’t agree that we have done anything else but be open and honest about what the issues are, as and when they have been identified, and what we would do about them, as and when we had made our decisions about that.”

Oh, is that so? One of the first questions asked in the meeting was why Iain Duncan Smith did not tell the committee he had decided to conduct a ‘red team review’ of Universal Credit when he gave evidence to it in September 2012. He said the results had not been ready at the time: “With respect, I don’t have to tell you everything that is happening in the Department until we have reached a conclusion about what’s actually happening; I think I will take those decisions myself and account for the decisions that were taken.”

(He said “with respect” a lot. It became clear that he meant the exact opposite.)

Listening to the evidence again, it seems he tied himself in a knot, because he said the review had reported back in July of 2012, meaning there would have been plenty of time for him to make a full and formal account of his actions to the committee, long before September of that year.

His response? “It was an internal review.”

When committee chair Dame Anne Begg said the committee should have been told the plans were being reviewed as a matter of courtesy, and the September committee meeting would have been the perfect opportunity to explain that a review had taken place, “but at that session you were bullish about how successful everything was, Duncan Smith responded: “With respect [see what I mean?]… I don’t think this committee can run the Department.

This initial exchange set the tone for the entire meeting. Committee members asked questions and Duncan Smith treated them with discourtesy bordering on contempt.

He did not tell the committee about changes to the programme for rolling out Universal Credit because they were not fixed when he met the committee, he said – avoiding the fact that he could have at least said changes were taking place.

Universal Credit costs had not been written off, he said; they had been “written down” (meaning they were said to be worth less money now than when they were introduced). This seems like nonsense to anyone who has seen reports of the sums of money involved – anything from £40 million to £160 million.

Asked whether Universal Credit is still dealing only with single people at the moment, Duncan Smith sidestepped the question and responded that it was being rolled out in phases. Clearly he does have something to hide, even though he began his evidence by saying there had been no attempt to sweep anything “under the carpet”.

He said the whole (improbable) edifice would be working by 2016 – apart from cases involving the most vulnerable group, who receive Employment and Support Allowance. This is an extremely optimistic appraisal, as Duncan Smith is unlikely to be in office by then, and a future government may decide to scrap the whole project as a hopeless waste of millions of pounds.

There is no point in covering details of the whole meeting because you get the gist already. Iain Duncan Smith was determined to deny that he or his Department had committed any mistakes or wrongdoing, while giving away ample evidence that this was exactly what they had done.

And he was rude – at one point he told Glenda Jackson: “I have no idea what you’re asking… You lost me about five minutes ago.” Her equally abrasive reply, “You’ll have to try harder,” was drowned out as he muttered, “It sounds like a foreign language to me.”

The tone of the meeting was not lost on those who were using the Internet to watch it. Their attitude can be summed up in tweets from ‘Tentacle Sixteen’, who commented, “You’re not supposed to have a look of horror on your face when asked if you’ll make details of a public project public.”

He continued: “The most worrying thing out of this select committee so far is IDS’ constant assertion that he doesn’t have to tell people everything.”

And he concluded: “You’re a f***ing public servant IDS, you bloody do have to tell us everything.”

This is exactly the issue.

The information content of this meeting was zero – or as close to it as possible. What we got was a display of posturing, “hubris” – as Debbie Abrahams rightly identified it – and further obfuscation of the facts.

What the meeting did reveal was everything we need to know about Iain Duncan Smith. Here is a man who understands nothing about being a public servant. He thinks that, sitting in a plush Whitehall office, with civil servants running around clearing up his various disasters, that he is somehow above the rest of us and doesn’t have to justify himself.

He’s completely mistaken. He is there as our servant – to act in a way that suits us, not him. It is disrespectful of him to treat us this way.

But he just doesn’t get it.

If enough people had seen his performance today, he could have single-handedly lost the next election for the Conservative Party.

Sink, Britain, Sink! – the cost of privatising water management

– This is a song by a local musician, here in Mid Wales, written during the last serious flooding. I make no apologies for opportunistically linking to it as it says a few choice words about the situation and the government.

“And the rains came down, and the floods came up” – The Wise Man and the Foolish Man (Southern Folk Song).

Some of you may have noticed we’ve had a few spots of wet weather recently. This is nothing new to our island nation.

The trouble is, having fallen on us all, the water hasn’t had the decency to clear off and drain away. Instead, it has built up and up and caused a huge amount of flood damage to land and houses that were not built in a safe place, as in the song lyric quoted above, but in flood plains.

This is a result of bad planning – by water and sewerage companies that have failed to implement successful drainage schemes or to divert floodwater from rivers in order to prevent overflow, and by planning authorities that have allowed housing to be built in the wrong place.

What were they thinking?

My guess is that the water companies were thinking about the money, and planning authorities wanted to ease overcrowding.

We live in a country where management of the water supply went into private hands several decades ago. When that happened, it became impossible to have any kind of integrated plan to deal with the supply of water, droughts, floods and storage. Water supply became a commodity to be bought and sold by rich people according to the golden rules of capitalism: Invest the minimum; charge the maximum.

So reservoirs have been sold off to foreign water companies, meaning we have no adequate response to droughts. None have been built, meaning we have no adequate response to floods. Concerns about river flooding have been neglected. There has not been the investment in extraction and storage of floodwater that repeated incidents over the last few years have demanded.

The government is reducing its budget for handling these issues. Not only that, but it is delaying implementation of a new policy on drainage.

This would be regulated by local authorities, who have responsibility for planning approvals. Some might say these authorities should have had a little more forethought before granting applications to build on flood plains, or for adaptations to existing properties that have prevented water from draining into the soil and sent it down drains instead, to overload the sewer system.

Some of these are matters of necessity: Planning officers may have gone to the limit of what is allowed, in order to allow housing developments that relieve the burden of overcrowding; in other matters, they may have been unable to apply any legal restrictions on applications.

In short, there is no joined-up thinking.

There will be no joined-up thinking in the future, either – unless the situation is changed radically.

Meanwhile, the cost racked up by the damage is huge – in ruined farmland, in ruined homes and possessions, and blighted lives. And what about the risk of disease that floodwater brings with it? The NHS in England is ill-equipped to deal with any outbreaks, being seriously weakened by the government-sponsored incursions of private, cheap-and-simple health firms.

Something has to give beneath the weight of all this floodwater. Change is vital – from commercial competition to co-operation and co-ordination.

Privatisation of water has failed. It’s time to bring it back under public control.

Government descends into inter-departmental squabbling over Universal Credit

It seems there has been an argument between Iain Duncan Smith’s DWP and Francis Maude’s Cabinet Office, and now the much-troubled Universal Credit project has no IT experts working on it.

Good. It’s a terrible idea, designed to remove money from the people who need it most.

The project aims to update benefit claimants’ entitlements in ‘real time’, ensuring that they only ever receive what government regulations say they should. Sadly, there is no commitment to update the entitlement amounts in ‘real time’, so people will always be getting less than they need, as inflation boosts prices beyond their range.

Minutes of a Universal Credit ‘board meeting’, leaked to The Guardian, show that IT experts from the Cabinet Office are pulling out of the project and the DWP must now search for somebody else with the skills needed to take on the work.

This means more delays and an even greater cost. This is unlikely to bother Iain Duncan Smith, who sees the project as his legacy to the nation and will pay any amount to see it through – in sharp contrast to his attitude towards the benefit claimants for whose livelihoods his department is responsible.

It seems the argument arose because of Mr… Smith’s vanity – he insisted on a “twin-track” approach to the project, keeping current work going in order to make it possible for claimants to use Universal Credit before the 2015 election while also funnelling money and time into a purely web-based system that will not require Job Centre staff to fill in claimants’ details. One may presume that he will happily sack the excess Job Centre staff after that system is complete.

Those on the current version will be tranferred onto the digital system when it is ready, we are told.

A separately-leaked document made it clear that the withdrawal of the Cabinet Office expertise is one of the most serious problems facing the project because the DWP will now have to try to find people with the necessary skills in the market, and may not be able to afford the cost.

It is interesting that this document is a risk assessment. Does anybody remember the furore over the NHS risk assessment, when the Health and Social Care Act was working its way through Parliament like an unhappy bowel movement? Even though these documents are almost always publicly available, that one was jealously guarded by Andrew Lansley and still has not seen the light of day.

Of course the different government departments are claiming that nothing is wrong and all is going according to plan, and this might be true – if we’re discussing the kind of plan that changes with the wind.

Meanwhile, Universal Credit is increasingly becoming a symbol of the government creating it – not only is it monstrously expensive but it also doesn’t work.

If the government really wants to make larger social accommodation available to overcrowded families, why are housing associations knocking them down?

They have to go because the Bedroom Tax has made them too expensive, according to The Guardian.

The story, published yesterday, is another nail in the coffin of Iain Duncan Smith’s credibility. It doesn’t matter how many polls the Conservatives produce to support their claim that people agree with them; in practice, it simply doesn’t work.

Housing associations are finding three-bedroomed properties impossible to maintain. They cannot let them out, sell them or keep up with the costs of keeping them while they are empty.

All of this has serious implications for the Coalition government that voted the Bedroom Tax onto the statute books as part of Mr ‘Returned To Unit’ Smith’s hugely unpopular – and now proving to be unworkable – Welfare Reform Act last year.

On Tuesday, MPs will debate the future of the Tax, when Labour members are expected to vote for its immediate repeal. Senior Liberal Democrats are also believed to have doubts – The Guardian (again) has quoted Danny Alexander’s father as saying it is “particularly unfair”.

Labour’s Rachel Reeves has overcome a shaky start in her role as shadow Work and Pensions Secretary to get right on-message with this. According to The Guardian report, she said: “This incompetent and out of touch government seems oblivious to the perverse and costly consequences of this unjust and unworkable policy.

“Not only is it hitting 660,000 vulnerable households, including 440,000 disabled people; the costs to the taxpayer are mounting as people are pushed into more expensive private rented accommodation while existing social homes are left vacant.”

Of course, Dear Reader, she’s right. You read it here first – all the way back in October last year.

Surely it makes more sense to have someone living in these properties, rather than losing them altogether? Does the government have an answer for this?

Apparently not. A government spokes-robot trotted out the same tired nonsense we’ve all come to despise: “The removal of the spare room subsidy is a necessary reform that will return fairness to housing benefit. We’ve been clear that hardworking people should not be subsidising tenants living in properties that are too large for their requirements.”

Let’s all remember that there never was a spare room subsidy for the government to remove. It never existed. Therefore its removal is not a necessary reform; it can never be vital to remove something that is fictional. Also, the removal of a fictional thing cannot restore fairness anywhere.

Hard-working people probably shouldn’t be subsidising tenants who are under-occupying, but then hard-working people were never the only ones paying for this to happen. Everybody in the UK pays taxes one way or another – even children.

And while we’re on the subject of what hard-working people subsidise, why is it bad for them to help people stay in the social housing that was originally allocated to them, but good for them to help massive corporations keep their payroll costs down by paying tax credits, housing benefit and council tax reduction costs for people earning less than the Living Wage? Why is it good for them to pay the cost of MPs’ energy bills as well as their own?

“Consent from the Homes and Communities Agency is required before any social housing provider can dispose of a site on which social housing stood and will ensure that public investment and the needs of tenants are protected,” the robot continued, but we should all know that this will be no obstacle.

Demolition of social housing means land becomes available for private developers to build new, luxury homes for the very rich.

That’s where the big money is.

The British people’s support for staying in the European Union is “wafer thin”, David Cameron told the CBI yesterday. Labour’s Ed Balls warned that the UK could “sleepwalk” away from its biggest trading partner at the same meeting.

Why?

Is it because most people don’t understand our relationship with the European economic area? Is it because they have been infected with propaganda from the right-wing press?

Is it because there really is a plan to make the UK a third-world country, and withdrawal from the EU is necessary to remove citizens’ human rights, thereby making them easier for the ruling class to exploit? The idea seems paranoid but the actions necessary for it to happen have been coming together.

Isn’t it time we had a public debate about the Union – how it works, how we function within it – in order to find out whether we really are better or worse-off? And why – considering all the bluster – hasn’t this happened already?

Let’s look at the main issues: cost of membership, perceived over-regulation, immigration, and our place on the world stage.

The UK contributes around 14 billion Euros (£11.9 billion) to the EU budget every year, but receives 10 billion Euros (£8.5 billion) back – so in fact we contribute £3.4 billion to other countries within the union; the UK is a net EU payer. A study by UKIP MEP Gerard Batten has claimed that red tape, waste, fraud and other factors adds another £62.3 billion a year to the cost.

But the EU is the UK’s main trading partner, with contracts worth more than £400 billion a year. That kind of money make the membership fee look like a pittance. And the EU has been negotiating with the US to create the world’s largest free trade area in a move that could hugely boost our businesses (although this has a huge potential downside that nobody is talking about).

Perhaps the problem is that the companies profiting from these trade deals aren’t paying their taxes properly? The UK Treasury should receive £92 billion at the current rate of Corporation Tax. How much does it actually get?

Let’s not forget that the Coalition government is trying (ineffectually) to pay down the annual deficit. Any money saved by leaving the EU would not go into domestic projects but would contribute to debt repayments. In effect, it would be dead money; at least, in the EU, it helps bring in business.

Okay, so it’s possible that the UK makes more cash from the EU than it spends on it. But what about all those pesky regulations bogging us down all the time? Wouldn’t we be better-off without them?

Sure – if we didn’t mind losing those £400 billion worth of trade deals. If the UK left the European Union but still wanted to trade with its member states, then we would still have to abide by EU regulations. UKIP’s Nigel Farage points to Norway and Switzerland as countries that have access to the single market without being bound by EU rules on agriculture, fisheries, justice and home affairs – but he doesn’t mention the fact that those countries must abide by EU market regulations without having any influence over how they are created.

A break from the EU, allowing the UK to trade with other nations around the world, means Britain’s exports would be subject to EU export tariffs – and would still have to meet EU production standards.

Yes, the EU burdens us with rules when it probably doesn’t have the right. Why does the EU dictate our policy on water? So there is room for negotiation – but within the Union.

Well, what about immigration? The UK has a huge problem with its borders having been opened up to millions of incomers – mostly from Eastern Europe, with millions more on the way next year, right? Wouldn’t leaving the EU put an end to that?

Yes. It would also put an end to Britons’ chances of living and working in EU countries. 711,151 UK citizens were living in other EU countries in 2011, according to Eurostat. Their right to work and live there might be restricted if Britain quit the union.

While 2.3 million EU citizens were living and working in the UK in 2011, their effect on the country’s economic well-being has been hugely exaggerated. There is no ‘open door’ immigration policy. The immigrant population does not have access to a vast majority of the benefits available to UK citizens, the benefits they do receive are nowhere near the same value as those received by UK citizens and they are a third less likely to claim benefits than UK citizens. Meanwhile, they contribute to the local economy and pay their taxes.

The UK would definitely lose stature on the world stage. There can be no amicable divorce from the EU, as the other leading members are unlikely to allow this country any special privileges or influence. We would surrender our ability to influence EU policy while remaining hostage to EU decisions. The ‘special relationship’ with the United States would also be in jeopardy as that country has made it clear we are a more valuable ally as part of the EU.

As a member of the EU, Britain is viewed by many non-European manufacturers as a key point of access to the European market – but this reputation would be lost if the UK quit the union.

British banks and businesses also see membership as important because it provides access to crucial foreign markets.

Oh, and the UK would still have to deal with the European Court of Human Rights, which is separate from the EU, even after ridding itself of the pesky Human Rights Act that ratifies so many EU employment laws and social protections that prevent Theresa May and her friends from exploiting us all.

Add it all up and the evidence seems clear: Britain is better off with Europe. Yes, there are problems, but these are matters for negotiation, not reasons to run away.

Age UK predicts 200 pensioner deaths PER DAY this winter. Is Iain Duncan Smith happy now?

It is hard not to imagine Iain Duncan Smith salivating at the thought that 200 pensioners a day might die of the cold this winter.

Pensions are the most expensive part of the State benefit bill, taking up more than half of his budget. With the state pension at £110.15, he stands to save £137,467,200 per year, without having to lift a finger. The energy companies will get the blame, with soaring bills making it impossible for senior citizens to heat their homes.

This is a much better deal, even than the one he engineered with Employment and Support Allowance, in which at least 73 people have been dying every week because of poverty-related health or mental health problems brought on by DWP decisions, ; people on ESA for longer than 13 weeks get £100.15 per week, meaning a saving of only £380,169.40 per year.

Make no mistake – any pensioners who die will be counted as a “positive benefit outcome” in Smith’s twisted DWP world. The man himself has been described as a social Darwinist, meaning he expects natural selection to decide who lives. Survival of the fittest, the ones who make the smart decisions and do what they must – and the Devil take the hindmost.

The figures on pensioners come from a survey by Age UK that says more than three million older people are worried about winter heating, with nearly six million admitting fears about the rising price of energy.

“Cold temperatures can be very dangerous to older people’s health as they not only increase the likelihood and severity of flu, chest infections and other respiratory problems but they also raise blood pressure which puts people at greater risk of heart attacks and strokes,” the Age UK article states.

“This winter, 24,000 older people may not survive the cold weather – that’s 200 deaths a day that could be prevented. Contrary to public belief, about half (41 per cent) of all excess winter deaths are due to heart attack and strokes.

“Age UK’s new research reveals that whilst many older people are worried about staying warm at home, many are unaware of the severe health implications of being cold.

“Almost a quarter (22 per cent) of older people don’t realise that a number of serious health problems are made worse or brought on by the cold and this rose to 29 per cent amongst people aged 80 and over.”

Does Iain Duncan Smith know that?

“Less than one in 10 people aged 65 and over in the UK are aware that strokes can be brought on by the cold in winter, with only 14 per cent recognising that the cold can impact on heart attacks,” the article continues, so it is doubtful that he does. Iain Duncan Smith is 59.

Does he know that “living room temperatures should ideally be kept at 70F (21C) and above whereas bedroom temperatures should be kept at a minimum of 64F (18C)”? Probably not. He’s probably got someone to work these things out for him.

Besides urging older people and their friends and family to be prepared this winter, Age UK is also calling on MPs of all parties to support investment to boost the energy efficiency of older people’s homes and help them keep warm.

It would be welcome to see Iain Duncan Smith helping out here. It would also be a surprise.

That is why it is hard not to imagine Iain Duncan Smith salivating at the thought that 200 pensioners a day might die of the cold this winter.

How can we believe the government’s ‘health tourism’ statistics?

“It’s my policy and I’ll cry if I want to” – or is Jeremy *unt simply responding to criticism of his bid to climb on the anti-immigration bandwagon?

A speech by Iain Duncan Smith is immediately reminiscent of a wasp negotiating its way through a bulldog’s digestive system; there’s a lot of droning and implied pain, but through it all you know exactly what the outcome will be.

From this starting point, one may liken a speech by Jeremy Hunt to a hippo having an unhappy bowel movement as a result of an unwise dietary choice; much clumsy blundering in the wilderness and a fair amount of distress – which may be transferred to any poor creature unlucky enough to get in the way.

It seems that migrants and visitors from abroad who use the NHS are now facing the full onslaught of the Health Secretary’s metaphorical indigestion, with nary a bucket of Rennie in sight – except in this case the cure would be a set of reliable statistics covering the use of NHS services by our foreign-born friends.

Armed with new reports by independent firms Prederi and Creative Research, the Health Secretary (and well-known misprint) believes ‘health tourism’ is costing the NHS £2 billion every year – and has announced that he plans to claw back around £500 million of that money.

A BBC report states that ministers believe some of the spending is unavoidable but “it would be realistic to save a quarter. Savings would come from deterring so-called health tourism, recovering money owed by other countries and a levy on non-European temporary residents”.

But the cost of health tourism, as set out in the report, is tiny – at a maximum of £80 million it would be four per cent of the estimated total loss – and this is based on evidence which even one of the reports’ authors, Prederi, have admitted is incomplete. On its own, it could not possibly generate the saving demanded by the new policy, nor could it justify the claim that £2 billion is currently being lost.

That is not the point, though. This is about getting the NHS on the anti-immigration bandwagon.

The study has been released to coincide with the Immigration Bill, which (surprise, surprise) includes plans for a £200-per-person-per-year charge for temporary migrants to use the NHS during any stay lasting between six months and five years.

The Conservative-led Coalition government says this could recoup around £200 million per year, but this is clearly nonsense.

Put yourself in the position of a person from abroad, considering an extended stay in the UK. If an extra cost of up to £1,000 for a five-year stay was added to the trip, out of the blue, would you go ahead with it? Or would you consider other destinations?

Alternatively, if the trip could not be avoided, would this not make you more likely to use the NHS, in order to simply get your money’s worth? The trouble with this is that such a person would not know the cost of a consultation. According to Dr Chaand Nagpaul, chairman of the British Medical Association’s GPs committee, the cost of a single hospital outpatient appointment would equal the £200-per-year levy.

And then there is the administration cost. New Statesman revealed that the chair of the Royal College of GPs, Claire Gerada, has warned that the cost of administrating the new system could outweigh the savings, while also increasing public health problems such as TB by deterring temporary migrants from seeking treatment when they first fall ill. This gives rise to the possibility that we are facing another Tory policy that could have deadly consequences for the population.

This is not a plan to deal with health tourism at all. This is an attempt by an increasingly-desperate Conservative Party to claw back some of the voters who have (themselves) migrated to UKIP because of fears that have been planted in their minds by political spin-doctors, rather than any real threat – the phantom problem of immigrants getting benefits they haven’t earned.

Health tourism is not costing the UK £2 billion a year, and the measures outlined by the government will not stop it, or save any lost money. If anything, it will cost the country millions of pounds.

But then, when has Jeremy Hunt bothered with the facts, when he can have his way simply by playing on people’s fears and manipulating their beliefs?

This is why reference was made, at the top of this article, to Iain Duncan Smith – another Tory minister who won’t let thousands of possible deaths interfere with his beliefs.
